Proposal Summary:
The anticipated, M&E Support project will provide USAID/DRC with continuous, on-the-ground, on-demand and systematic support on performance monitoring, data verification, impact and performance evaluations, research and studies, organizational learning, and knowledge management.
Position Summary:
MSI seeks Monitoring & Evaluation Specialists to support a wide range of technical activities under the upcoming USAID/DRC Monitoring and Evaluation Support Project. Technical responsibilities will vary depending on the skills of each Specialist. Position may be based in Kinshasa, Lubumbashi or Bukavu.

Responsibilities:
- Participate in the review of project level M&E plans, and support such technical work as reviewing reporting methods, delivering training on performance monitoring, designing reporting tools and advising project teams on their M&E work.
- Assist in developing evaluation scopes of work and serve on evaluation teams for performance evaluations.
- Ensure project data are appropriately geographically coded for GIS applications and assist in maintaining GIS database.
- Prepare summaries of performance data and generate reports both on schedule and in response to ad hoc requests with a focus on effective graphical display of data.
- Contribute to design and implementation of assessments and special studies.
- Contribute to the design and analysis of surveys and focus groups.
Qualifications:
- Master’s or higher university degree in economics, public policy, statistics, political science, public policy, or relevant field.
- Experience in performance monitoring, including: indicator development, data collection and reporting.
- Experience participating on evaluations teams for performance evaluations.
- Familiarity with USAID policies related to evaluation and performance management preferred.
- Knowledge of best practices regarding gender integration in program design and evaluation.
- Fluent French required and good written and oral communication skills in English preferred.
