Main objective:
Contribute to the local and national program strategy and assist in the development and implementation of pillar projects according to the AVSI and RDC operational strategy
The Head of Base will be the responsible for AVSI RDC in the province of Katanga (Kalemie sub-office) to assure project operations are running smoothly and according to the working plan; s/he will responsible to coordinateadministration, logistics, human resources and security departments. The role is to assure the coordination of programs and operations in Katanga, as well being the representative of AVSI in the province.
Reporting to:Head of Operations, Head of Programs and Head of Mission
Specific duties:
Provincial Coordination
· Represent AVSI in front of donors, government agencies and the wider humanitarian community in South Kivu, ensuring AVSI’s presence at key coordination and cluster meetings;
· Ensure that security rules are implemented and followed by all AVSI staff during missions;
· To assure projects are running smoothly according to the master work plan and according the foreseen quality standard;
· In collaboration with the Security Officer and Head of Mission follow the security situation in South Kivu ensuring the security of staff in the field.
· Be the focal point for the logistics, HR and administration in the Province, working with the heads of departments in Goma and the Head of Operations to ensure fields operations are running according to AVSI standards ;
Management of Programs – implementation and evaluation
· Monitor the coordination of programs to ensure their quality and cohesion ;
· Follow, in collaboration with program managers, the financial monitoring of all projects in the province.
· Assuring that financial analysis and planning is done on a monthly basis and that corrective measures are taken if necessary.
Administration and Logistic
· Preparation and periodic monitoring of budgets in close cooperation with project managers and operation manager;
· Preparation reporting projects in collaboration with project leaders;
· Coordination of peripheral administrations (Katanga) with central administration (Goma);
· Assure the correct management of administrative books according to international accounting principles
· Direct relationship with donors and state structures for administrative matters of NGOs;
· Supervision and coordination of staff administration and logistics in collaboration with the Operations Manager;
· Collaboration with logistics and administration services for the preparation of financial statements and narrative addressed to donors, with the specific task of monitoring and supervision of the procedures adopted;
· Supervision and coordination of project managers in the case of joint logistics procedures, necessary for large purchases or purchases repeated and, therefore, programmable advance of each different program in progress;
Staff Administration
· Supervision and direct managementof the teamassigned tothelocaloffice;
· Support the implementations of toolsfor the managementand organizationof files concerning theexpatriate staffto be managedlocally(deadlines visas, work permits, personal recordingsimmigration office, etc);
· Ensure implementation of HR policies and procedures at area level and compliance with recruitment and performance management policies
· Assure the respect of therules of procedureofpersonnel management and propose innovative solutions;
· Manager the relationship with thelocalemployment and tax office;
· Consulting directlyProject Manager and donorsin the presence ofdubiousinterpretationsof rulesin use.
Security
To be overall responsible for ensuring security analyses and safety risk assessments are being done collectively and regularly
Work to ensure that security management protocols and procedures are made locally relevant and applied consistently
Requirement
- At least 3 years experience as a Head of Base in an emergency context (experience in Eastern Congo is an advantage);
- Strong experience in project management, accounting, logistics and HR management;
- Proficiency in written and spoken French;
- Good communicator and proven diplomacy with all types of stakeholders
- Hands on experience of managing staff in insecure locations
- Proven financial and human resource management skills
- Knowledge of protection issues
- Experienced with conflict and disaster related displacement issues
- Ability to work under pressure
