PROJECT BACKGROUND:

The purpose of USAID’ Integrated Governance Activity (IGA) is to create the good governance framework and local capacity that is necessary for improved delivery of key services, particularly for health, education, and economic development. USAID has recognized that for this assistance to truly forge and strengthen the social contract between citizens and the State, it much reach people at the community level, where most citizens experience government. The project must do this by not only addressing capacity issues, but also – through empowering a broadly inclusive set of nongovernmental actors to hold public officials to account for better services – by changing the incentives of officials at all levels of government to act in the best interests of citizenry.

ROLE’S PURPOSE:

The Start-Up Administration & Field Operations Manager will build upon start-up tasks undertaken by the previously deployed Start-Up Manager. He/she will support staff in Kinshasa to establish program operations in Lubumbashi and Bukavu. The Start-Up Administration & Field Operations Manager will initially be based in Kinshasa with the understanding that significant time will be spent at the field office sites. In addition to establishing IGA’s presence in the provinces, He/she will also ensure the continued practice of strong management, effective deployment of resources, strict adherence to USAID and DAI policies/procedures introduced by the Start-Up Manager.

Specifically, the Start-Up Administrative & Field Operations Manager will be responsible for the below tasks:

  • Develop and customize a start-up plan for the project’s offices in Lubumbashi and Bukavu through the use of project management tools.
  • Work with the Finance and Compliance Manager to establish strong systems and compliance procedures, specifically focused on finance, procurement, and HR;
  • Identify project office space and coordinate the lease negotiation process in Lubumbashi and Bukavu;
  • Manage procurement and set-up of IT equipment, office equipment and furnishings;
  • Establish inventory control systems and manage any inventory transfer from USAID;
  • With the Finance and Compliance Manager, establish the local bank account and establish signatory authority controls;
  • Adapt existing policy manuals for operations, grants, personnel, vehicle use,
  • and procurement for the field offices;
  • Establish record management system
  • Recruit, hire and train staff on DAI’s policies, procedures, and systems; and
  • Other duties as assigned.

This position will report to the Home Office Project Manager with day-to-day oversight from the Chief of Party.

Qualifications:

  • Advanced degree in finance, business administration or relevant field
  • Previous experience working in operations and implementation of a USAID-funded projects
  • Prior experience working in low-capacity environments.
  • Experience working in sub-Saharan Africa
  • French language is required for this position.
