Deputy Chief of Party, Development Food Assistance Program (DFAP)
Summary
Save the Children is recruiting for a Deputy Chief of Party for Finance and Operations (DCOP) to serve as part of a multi-disciplinary team on an anticipated USAID Food for Peace-funded Development Food Assistance Project (DFAP) in the Democratic Republic of Congo (DRC). The project is planned to start in October 2016 and operate for a minimum of five years. The project objective is to improve the food and nutrition security, and economic wellbeing of vulnerable households in the Kasai Provinces. The project will include objectives for livelihoods (primarily agriculture but also non-agriculture), nutrition, resilience, gender and social cohesion. The focus will be on reducing chronic malnutrition among children under 5; improving household availability and access to food through enhanced agriculture and livestock productivity; and increasing household incomes to improve dietary diversity and economic well-being. Of particular importance is the integration of long-term, sustainable, gender transformative interventions with the aim of reversing chronic food insecurity and increasing gender equity. The DCOP will be based in Kananga and provide financial, human resources, logistics, and general operational support for the project. (Note: this is not a technical role and a separate Senior Program Manager / Community Resilience Adviser will provide technical support across the project and supervise and manage a team of other technical advisers.) The DCOP will be based in Kananga and will have regular travel to the field. In the absence of the COP, the DCOP will take on the leadership role, possibly along with the Senior Program Manager.
Essential Duties, Responsibilities and Impact
In collaboration with the COP, ensure that all financial, human resources, administrative, logistics, and other operational aspects of the project are delivered according to the contractual requirement with USAID and Save the Children, i.e. that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per agreed schedules and any other requirements or criteria are fulfilled.
Ensure that financial and other reports for donors, government and Save the Children are prepared as required, ensuring these are of the highest quality and submitted in a timely manner.
Stay fully aware of and be able to learn new Save the Children and USAID compliance regulations.
Manage a team of diverse staff including a Cash/Voucher/Grants Specialist; Human Resources / Admin Officer; Logistics / Security Officer; and a Finance Coordinator – all of whom are responsible for supervising other staff.
Attend and actively participate in regular senior leadership project meetings.
Plan and coordinate meetings with staff to stay abreast of all project finance, human resources, administrative, logistics, security, and operational needs, tasks and planning.
Assist with the preparation and revision of a realistic budget, authorizing and monitoring expenditure in line with the budget, donor guidelines and Save the Children’s grant management and financial regulations. This will include the preparation and submission of quarterly variance analysis reports as well as oversee that partners are also fulfilling their budget holder responsibilities and meeting deadlines as required.
Manage and motivate staff to achieve their work plan objectives, and to contribute to the achievement of the overall program objectives.
Maintain good working relationships with officials, government ministries, implementing partners and the international and local NGO community.
Work closely with Save the Children Technical Advisors and Project Managers in the U.S to identify any technical support needed and ensure this support is provided.
Required Background and Experience, Skills and Behaviors
Master’s degree in statistics, demographics, public policy, international development, economics, or related field. PhD or an advanced certificate in M&E, statistics, or economics preferred
Minimum of five years’ experience and demonstrated managerial and practical skills in monitoring and evaluation of multi-sectoral international development programs. Cross-cutting thematic areas such as gender, governance and resilience experience preferred.
Candidates with prior experience in M&E for USAID programs are strongly encouraged to apply
Demonstrated ability and skills in critical thinking and reflection, analysis and report writing is essential.
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring & evaluation and performance monitoring plans
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies
Experience working on program and community level Theory of Change, implementing and managing Learning and Research Agendas and data utilization for program improvement
Experience in planning and managing surveys
Experience developing and refining data collection tools, developing and conducting the training and ongoing coaching of field level staff
Excellent knowledge of monitoring and evaluation principles and practices is essential
Knowledge and significant experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development and gender equality/ female empowerment programs
Demonstrated experience in developing and implementing monitoring systems and conducting evaluations especially for gender transformative food security and/or livelihoods programs
Excellent oral and written communication skills in English and French required*.*
