Community Resilience Program Manager, Development Food Assistance Program (DFAP)
Summary
Save the Children, USA (www.Savethechildren.org) is currently accepting expressions of interest from qualified candidates for a potential The Community Resilience Program Manager position on an anticipated USAID Food for Peace funded program in the Democratic Republic of Congo (DRC) that is planned to start in October 2016 and operate for a minimum of five years. The objective of this Development Food Assistance Program is to improve the food and nutrition security and economic well-being of vulnerable households in the Kasai Provinces. The program will include livelihoods (primarily agriculture, but also non-agriculture), nutrition, health and resilience objectives, as well as gender and social cohesion objectives. The focus will be on reducing chronic malnutrition among children under 5; improving household availability and access to food through enhanced agriculture and livestock productivity; and increasing household incomes to improve dietary diversity and economic well-being.
The The Community Resilience Program Manager will provide technical support across the project in community resilience aspects, including social cohesion and resilience capacities, and will coordinate and manage a team of other technical advisers. S/he will be based in Kananga. S/he will ensure regular communications about strategic issues related to program development, implementation, partnerships and technical support needs with the senior management team of agriculture/livelihoods, health/nutrition, WASH, gender/youth, electronic cash transfer and technical staff. S/he will work closely with other senior leaders, partners and local government and will also liaise closely with the field-based program staff who provide the direct liaison at local level with local institutions and communities. In the absence of the COP, the The Community Resilience Program Manager may take on a leadership role. .
Essential Duties, Responsibilities and Impact
- Represent the project at donor, government, community and other high-level and local meetings.
- Assist the COP in maintaining excellent communications and cooperative relationships with USAID and all project partners.
- Ensure that community resilience concepts are fully integrated into the design, monitoring, evaluation and adaptation of all aspects of the project.
- Supervise, coordinate, and mentor a team of technical advisers: a Gender/Youth Adviser, a Food Security/Livelihoods Adviser, SBCC Adviser and a Nutrition/Health Adviser (who are in turn each responsible for supervising, coordinating and mentoring teams of field staff and specialists).
- Motivate these technical advisers to achieve their work plan objectives, and to contribute to the achievement of the overall project objectives and success.
- Promote and support decision-making by technical advisers, permitting them to each exercise their technical expertise and experience.
- In Year 1, collaborate in and support the development of a range of technical studies and assessments under the purview of each of the technical advisers, with support from Save the Children U.S. technical advisers.
- Oversee and/or advise in the hiring of technical staff, consultants and subcontractors.
- Promote gender-equitable practices within the organization, project, and among the staff. Support the gender-transformative principles of the project.
- Work with the COP and program staff to build the capacity of local partners and provide leadership to promote effective partner collaboration and a high degree of team professionalism.
- Assist with the preparation and revision of a realistic project budget, ensuring and monitoring expenditures in line with the budget, donor guidelines and Save the Children’s grant management and financial regulations.
- Develop annual work-plans, in collaboration with the COP, technical advisers, program staff, partners and USAID, and ensure the completion of high quality deliverables.
- Compile partner and team reports and ensure effective quarterly and annual reports in line with Save the Children U.S. and USAID reporting requirements.
- Ensure that project and financial reports for USAID and Save the Children are prepared as required, ensuring these are of the highest quality and submitted by deadlines.
- May represent the Chief of Party in his/her and DCOP’s absence.
Preferred Background, Experience, and Skills
- Master’s degree in international development, social sciences, or a similar relevant field.
- Minimum of seven years’ of experience managing projects or activities in community-based food security programming, preferably for USAID projects, focusing on livelihoods, agriculture, nutrition, food security, resilience and/or community engagement.
- Previous experience working on large scale Title II Food for Peace programs desired, preferably at a senior management level.
- Demonstrated knowledge of community resilience programming and associated technical concepts, particularly promoting social cohesion, youth empowerment and inclusion of the extreme poor.
- Demonstrated familiarity with gender integration and gender transformation principles.
- Demonstrated success in managing, motivating, mentoring and supervising diverse team members and the performance of multiple teams, effectively promoting and supporting technical advisers in their own decision-making and team management without micro-managing.
- Proven record of excellent management, leadership, and decision-making skills.
- Familiarity with USAID rules, regulations and policies.
- Demonstrated skills in strategic planning, budget development and management, multi-sector work plan development, and reporting for diverse audiences.
- Experience representing projects and engaging with diverse audiences, including donors, USAID, the private sector, civil society organizations, local non-governmental organizations, host-country government and other local and international audiences.
- Experience working in a changing work environment such as conflict, post-conflict and/or disaster prone environments.
- Proficient with common software (Word – Excel – Outlook - PowerPoint – Internet).
- Excellent oral and written communication skills in English and French.
