Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting mostly health projects worldwide.

Background

Johanniter has been active in DRC since 1995, with a focus on North Kivu since 2008.

The overall objective of Johanniter International Assistance’s Program in North Kivu, DRC, is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of IDPs and host population. Johanniter’s interventions aim to improve, in close cooperation with the MoH, the provision of and access to quality primary health care and to support the improved nutrition status of children under five, pregnant and lactating women and other vulnerable people (such as elderly people, people with disability, people living with HIV/AIDS, and survivors of SGBV). Furthermore, the improved access to water, sanitation and hygiene is part of Johanniter’s DRC programme.

Job Responsibilities and Accountabilities

The Country Director will be responsible for the planning, management and development of all Johanniter programmes in DRC and for ensuring that all activities are within the strategic framework of Johanniter. The Country Director provides strategic leadership to maintain a high performing team, develop partnerships, acquire grants and align strategy and implementation activities. The Country Director has ultimate responsibility for all security issues. The Country Director needs to be a strategic thinker and be able to establish good relations with local partners to implement emergency as well as longer-term programmes.

Programme Management

  • In strong cooperation with the Medical Project Coordinator develop projects and establish solid programme management disciplines to ensure programme effectiveness, quality and innovation.

  • Communicate and oversee the establishment and implementation of programme objectives, activities, evaluations, and assessments. Ensure that programme teams have the necessary tools, resources, information, and assistance to deliver services that meet or exceed internationally accepted standards and protocols.

  • Proactively cultivate relationships with existing and new donors, analyzing the funding environment and trends, and fostering a proactive approach to new funding opportunities. Identify new programmes in the area and region, prepare assessment missions and reports and develop new projects as needs and resources dictate.

  • Manage staff responsible for financial and narrative report writing and submission to donors in a timely manner. Ensure that team is monitoring budgets vs. expenditures and meeting monthly projections.

  • Diversify funding and develop key contacts with major donors and foundations.

  • Build and strengthen external relationships and represent Johanniter with donors, the host government, international and national organizations.

  • Build capacity of the Goma Country Office team to write successful proposals, providing training and coaching to increase the confidence and skills of staff.

  • Lead the development and achievement of country strategy.

  • Maintain regular communication with HQ in Berlin

  • Support learning from success and failure, documenting best practices and facilitating collaboration.

  • Ensure proper monitoring and evaluation of program activities and timely submission of donor reports and other requirements/requests.

Administration

  • Ensure that strict policies and protocols are carried out.

  • Monitor and ensure that all administrative procedures are observed.

  • Provide support to the admin staff in meeting the Government requirements

  • Compile regular reports, updates and articles for the marketing and fundraising department.

Personnel Management

  • Ensure staff is properly trained and performance expectations are clear.

  • Ensure and support team cooperation.

  • Coordinate organizational structure and job descriptions as needed to provide clear work expectations and adequate resources for achieving programme goals.

  • Conduct performance reviews and support staff in their ongoing professional development.

  • Ensure operating policies, procedures, and communication protocols are clear and consistent.

Financial Management

  • Work closely with Finance and Administration manager on all aspects related to finance.

  • Develop and monitor the annual operational budget and ensure timely management of financial reporting, audit compliance, and cash flow.

  • Ensure all fiscal controls and donor required policy controls are carried out.

  • Provide oversight of country programme budgets and management of program spending.

  • Oversee cash management and recordkeeping in accordance with donor regulations.

Security

  • Prioritise and manage security, ensuring that guidelines are followed and adapted as required at all levels, that maximum preventive measures are taken and that the team of Expats and National Staff is safe and well informed at all times

  • Prevention and flagging of corruption and cases of fraud

  • Annual review and update of the security and contingency plan.

Person Specification

Profession/Qualification:

The Country Director needs to hold a university degree in a relevant field

Experience:

  • minimum 5 years of professional experience implementing public health projects for international NGOs

  • minimum 5 years of experience in project development, coordination and management, including project accounting, managing of donor funds (EU, UN, German Foreign Office and Ministry of Cooperation etc.)

  • Experience in working with national authorities

  • Experience in networking with international partners and donor liaison

  • Proven experience in acquisition of donor funding, proposal- and report writing

  • Experience working abroad in an insecure context country

  • Experience in security management

  • Experience in conducting health and/or livelihood baseline assessments, including SMART surveys

  • Previous working experience in DRC would be an asset.

Skills:

  • Good knowledge of international standards and tools in humanitarian and development aid

  • Strong management, project planning and organizational skills

  • Clear vision on program development

  • Strong analytical, written and oral communication skills

  • Prepared to travel to project locations

  • Human resource management skills, cultural sensitivity, good communication skills

  • Fluency in English and French with excellent verbal and written communication skills

  • Common sense and being proactive

  • German would be an asset

Terms and Conditions

Start date: Friday, April 01, 2016

Duration: 1 year contract (with possible extension)

Remuneration: Between 49.680€ and 52.290€ annual gross salary (according to Johanniter AVR-J internal tariff and depending on relevant previous working experience).
