Pact seeks a Monitoring and Evaluation Officer for a three year DMFA funded project “Scaling Up iTSCi project” in in Africa’s Great Lakes Region (DRC, Rwanda, Burundi, and Uganda). The project is focused on the expansion of the mineral traceability in the Great Lakes Region (GLR); strengthening the good governance and transparency of conflict-free minerals and strengthen security and economic capacity of the mining sector. The project is closely interlinked with ITRI’s efforts in the region thus far, and is benefiting from the Dutch Government‘s commitment to practical solutions to conflict minerals and strengthening security.
Position Purpose
Reporting to the GLR MERL Manager, the Monitoring and Evaluation Officer (M&EO) will be responsible for leading the implementation of the project monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts. He/she will lead the analysis of data collected for assessment of progress, to identify areas of improvement, and overall data management. He/she will guide reporting processes amongst technical staff, consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. He/she will support Reporting to the GLR MERL Manager.
The position is located remotely.
Key Responsibilities
Work closely with the MERL manager, Program Manager, and the project team to track project performance against its stated goals and objectives,
Providing training and mentoring support to partners and staff to ensure their implementation of strong M&E systems;
Work with the project team to develop the project’s management plan;
Lead the implementation of the overall measurement system for the project to include outcome measures at the end of the project;
Collect, aggregate, analyze and disseminate the project data for reporting to Pact and to the donor.
Coordinate quarterly calls and maintain the project website.
Basic Requirements
• Three to five (3-5) years professional experience including in M&E position(s) responsible for implementing M&E activities of international development projects;
•Bachelor degree in statistics, public policy, international development, economics, or related field, Master’s degree preferred;
•Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages, particularly related to capacity development projects;
•Knowledge of evaluation methodologies (e.g., qualitative, quantitative, mixed-methods) and data collection and analysis methodologies;
•Experience developing and refining data collection tools;
•Experience with data quality assessments and oversight related to capacity-building projects;
•Ability to work independently and coordinate with team members located in various locations in the world;
•Available to travel in the Great Lakes Region
•Ability to facilitate and serve as a project liaison for externally-managed evaluations;
•Candidates shall have excellent internet connectivity.
•Fluency in English and French is required.
