The Democratic Republic of Congo - South Zone Food Assistance Managerwill provide leadership and management support to the Food/Cash Resources Team so as to ensure that all food programs are implemented in line with the set standards and objectives. Emphasis will focus on quality food programming, within the framework of integrating food resources into World Vision holistic ministry.

RESPONSIBILITIES INCLUDE:
- Provide programming and systems support for development and relief food programs, including project design, proposal writing, and budgeting.
- Manage the day-to-day implementation of the Food/Cash Resource Programs according to the approved objectives and plan of actions.
- Monitor and evaluate budgeted and actual expenditure for the Food/Cash Resources Grants with the Finance Manager and or relevant Grant Accountants on a monthly basis.
- In collaboration with the Design Evaluation and Monitoring Team, ensure that the Food programs are monitored and evaluated and that operational research contributes to program innovation.
- Liaise and meet with donors and other food programming stakeholders for purposes of networking, information sharing and to nurture partnerships.
- Ensure acceptable audit performance for the food programs in National, Partnership and Independent (USG A-133) audits.
- Assist in Capacity building of the food team to meet established standards through on-the-job training, workshops, mentoring and any other appropriate methods.Ensure that all food programming respects the WV partnership quality standards and follows the required formats and procedures of LEAP.
REQUIRED SKILLS INCLUDE:
Required:
- A bachelor’s degree in social sciences or relate field.
- Formal training in food programming and related systems strongly preferred.
- 3-5 years’ experience in food programming as a manager.
- Experience in region of assignment strongly preferred.
- A balance of relief and development experience is highly valued.
- Fluency in written and spoken English. French is an advantage.
- Computer literacy in MS Office, Lotus Notes.
- Ability to effectively develop rapport and relate to donors, NGOs, counterparts, and government agencies.
- Direct experience with and thorough working knowledge of food aid legislations and regulations of major donors including the United States, Canada, the EU and Australia.
- Must have excellent presentation skills.
- A commitment to capacity building and people development, essential.
Preferred:
- A Masters degree in development or related field would be an added advantage.
