Context and Purpose of the Consultancy:
Mercy Corps with funding from DFID is seeking high level assistance from suitably qualified organizations in the development of the IMAGINE programme during the implementation phase.
The successful organization will nominate a Project Adviser to assist in the governance and administration of the IMAGINE programme on an as request basis. Organizations will be assessed on the individual that they propose.
The individual proposed should have the following high level experience in:
- Large water project management
- Risk management
- Project controls, project reporting, and scheduling
- Contract administration particularly different forms of contract
- Have worked with an international consultant, contractor or large implementing organization
- Have been engaged on multi-disciplinary projects similar to IMAGINE covering both Infrastructure and non-Infrastructure elements (for Imagine these include health behavior, governance, service provision with a strong focus on gender equity
- Have worked in different countries and preferably have DRC experience
The successful candidate nominated by the firm will be able to demonstrate experience in working with similar project boards, joint venture boards or company board experience preferably both as a board member and or as a direct report and will demonstrate the following skills:
- Proven track record in infrastructure.
- Proven record of leadership.
- Strong collaborative and interpersonal skills.
- Delivery focused and performance drive.
- Strong commitment focus.
The Project Advisor will report to the Programme Director for IMAGINE. As this role is likely to be predominantly providing assistance remotely, the successful candidate will need to be comfortable with difficulties in communication. The successful candidate put forth by the firm may be required to attend in Goma, DRC from time to time. The approach, logistics and expense remuneration would be subject to review prior to the decision to deploy.
Period of Consultancy: ****Immediate until 30 June 2016.**** Options for extension will be available where mutually agreed basis on a per year agreement until 2020. This extension may include options for escalation; all subject to mutual agreement.
Number of Days available: Up to 20 days per year; additional days if agreed would be subject to a variation against agreed scope.
Key Deliverables:
1.1.1. Work will be provided on an ad hoc basis up to the maximum number of available days described above. This term of reference does not guarantee that there will be any time required and the successful candidate put forth by the firm will be required to flex to the requirement.
1.1.2. Assistance in the preparation and follow up of tender and contract documents for the consultancies and contractors. In particular:
a) Advise and address Client and Client adviser’s comments on terms of reference, contract documents and requests for proposals particularly to advise on established practice elsewhere in the world.
b) Address Utility provider (REGIDESO) comments on scope.
c) Where differences in approach exit to advise on possible alternate approaches or actions to achieve a satisfactory resolution.
1.1.3. Preparation of draft responses for consultant Tender addendums during the tender period; estimate is based on three tender responses.
1.1.4. Assistance in contract negotiation with the selected consultancy firm. To review and finalize.
1.1.5. Assistance in the review process of the design proposed by the consultancy firm.
1.1.6. Assistance in the preparation of the prequalification document for the Engineering Contractors. To review and finalize.
1.1.7. Assistance in the pre-qualification of the Engineering Contractors. To review and finalize.
1.1.8. Assistance and advice on technical matters and opinions relating to master plan input.
1.1.9. Assistance with programme level document reviews: PMP, Stakeholder Management and Risk.
1.1.10. Review of the Operator’s Business Case and Strategy.
1.1.11. Provide strategic and design support as requested.
1.1.12. Other additional support as advised by the Programme Director.
Total Level of Effort for this Consultancy: Sixty Days (60).
