Opportunity:
Land O’Lakes seeks a Chief of Party (COP) for a USAID program to implement activities aimed to deploy an integrated pest management strategy to combat Fall Armyworm that will enhance food security, income generation and improve the livelihoods of maize producers in the maize production zones of the Democratic Republic of the Congo (DRC). The position will be based in Kinshasa or Lubumbashi, DRC and is contingent upon an award to Land O’Lakes International Development.
Responsibilities:
Provide strategic vision, overall leadership and technical direction to the project.
Ensure effective and efficient performance for all aspects of the cooperative agreement.
Ensure successful project implementation and achievement of results on time and within budget.
Provide overall coordination for the project and ensure operational harmony with other FTF partners.
Serve as the main point of contact between USAID and the Applicant and report to both.
Promote strong relationships with all stakeholders with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and organizations.
Work with USAID/DRC to coordinate the design of any required assessments, analyses, evaluations, staff, consultants, mentors, volunteers, and potential sub-Recipients to form teams with the necessary skills and experience.
Manage quality control and reporting on results.
Ensure timely, high-quality, and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by USAID.
Oversee budgets and financial accounting and work with headquarters staff on compliance development of budgets and pipeline analyses.
Responsible for overall management for results for USAID.
Ensure that all activities are undertaken in full compliance with Land O’Lakes’ standard operating procedures, USAID policies and regulations, and national policies and laws.
Skills and Qualifications:
Post-graduate degree in agribusiness, international development, economics, business management, agricultural or rural development, or other relevant field.
At least 10 years of demonstrated senior management experience in managing agricultural training and extension programs, value chain or agri-business projects, integrated pest management, or agricultural development programs is required.
Extensive experience and/or technical knowledge in designing, managing and evaluating development projects and activities, including experience in portfolio management and implementation, particularly related to agricultural development.
Demonstrated experience managing agricultural training and extension programs a must. Experience in modern extension methods for the commercialization of smallholder farmers for increased profits through value chain development is required.
Demonstrated ability to be collaborative across projects, flexible, and creative and successfully lead an intercultural team in development and post-conflict context.
Excellent interpersonal and leadership skills, including the ability to build and manage cooperative high-level relationships and motivate subordinates
Experience managing agricultural education, sustainable development, or volunteer programs preferred.
Experience managing donor funded programs preferably in francophone Africa preferred.
Excellent oral and written skills in English and French.
