Help a Child (HaC) is a Christian international NGO specialized in community development with its headquarters in the Netherlands and operating in the Democratic Republic of Congo (DRC) since 2008. Founded in 1968, HaC’s mission is to improve the wellbeing of children living in poverty and crisis through supportive communities. HaC’s Disaster Response strategy is a holistic approach that covers both physical and psychosocial needs. It focusses on the sectors Food Security and Livelihoods (FSL), Protection and Education with Multi-Purpose Cash (MPC) as the preferred modality for life saving support. The focus of HaC’s Disaster Response strategy is on children and youth, with special attention for girls, disabled and pregnant and lactating mothers because of their vulnerability. When possible, the wider family is included, because they are the nurturing environment in which the child functions and is protected. HaC is both self-implementing and working through local partners. Principal sources of income are child & family sponsorship, foundations and institutional donors.
Help a Child is a member of the Dutch Relief Alliance (DRA), a coalition of Dutch humanitarian NGOs funded the Dutch Ministry of Foreign Affairs. HaC is currently planning and preparing for the 2019 Joint Response (JR) program with Food Security and Livelihood (FSL) activities in Fizi territory (South Kivu) and in Masisi territory (North Kivu) and Water, Sanitation & Hygiene (WASH) in Uvira territory (South Kivu) and Masisi territory (North Kivu).
Position
The Finance Manager is responsible for operational control in finance and administration. He/she is responsible for the smooth and efficient functioning of the organization’s operational systems, ensuring that organizational processes are efficient and effective and guarantying proper management of overall finance and administration matters.
Duties and Responsibilities
Under direct supervision of the Country Program Director (CPD), the Finance Manager will have the following responsibilities:
- Managing the administrative processes of the country office;
- Updating and adapting HaC procedures and HR management tools to DRC labor regulations;
- In cooperation with the Project Coordinators and Finance Officer preparing of budgets;
- Preparing and coordinating financial reports (monthly, quarterly and annually) and reporting to external controller/auditor;
- Monitoring of partner organizations in finance management, procurement and other related finance aspects linked to project implementation;
- Overseeing purchase requests, invoices, payments and reimbursements;
- Preparing payroll, paying salaries and following up payment of taxes;
- Coordinating new contracts, amending existing ones (including interns and consultants);
- Working with colleagues from Help a Child International on project (financial) management including donor budgeting and reporting;
- Managing logistical and operational processes including: legal and insurance obligations, IT (mainly internet and phone communication), and safety of staff;
- Coordinating cost saving measures and keeping overhead costs to a minimum.
Requirements
- This position is open to nationals only;
- Minimum of “Licence” in economic studies, finance studies, business management;
- Minimum working experience of at least 5 years in Finance and Administration with an INGO;
- Experience with (financial) grant management and project financial management and related (institutional) donor reporting;
- Good team player, hands on and able to take initiative, with the ability to produce creative and pragmatic solutions;
- Strong analytical, problem solving, leadership and interpersonal skills;
- Excellent communication, organizational and time management skills;
- Fluent in French and Swahili (oral and written); good command of English;
- Good knowledge of MS Office (Word, Excel, Outlook);
- Full support of the vision, mission and Christian core values of HaC.
