Job Description
BACKGROUND With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, and Tanganyika, the International Rescue Committee (IRC) is one of the largest humanitarian actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. The IRC has been working in the DRC since 1996 and currently operates in five core programming areas - primary health care, community-driven reconstruction and local governance, women's empowerment and the prevention and mitigation of gender-based violence, education, and emergency preparedness and response. These programs reflect IRC's guiding principles of capacity-building; participation; partnership; protection and promotion of human rights; and holistic programming.
The IRC received a nearly $50 million subcontract in the Democratic Republic of the Congo. To ensure a quick and proper implementation, the IRC wishes to engage short-term technical assistance with start-up of this project to ensure the project's procedures and systems adequately respond to FAR & USAID acquisition regulations.
The ideal consultant will have a minimum of 8 years demonstrated experience (including direct contract compliance oversight and implementation) with Federal Acquisition Regulations (FAR), USAID Acquisition Regulations (AIDAR), USAID's Automated Directives System (ADS), and 2 CFR 200. Previous experience in the design and implementation of USG compliance programs, including developing compliance tools related to USG funded contracts as well as developing and facilitating USG contract trainings. S/he will have professional level French fluency. Experience with contracts and grants training delivery and facilitation is strongly desired as well as previous experience working in a developing country context. Time spent on this consultancy will include some remote work to get up to speed on the contract and specific needs, some time in our NYC HY office to discuss specific goals for the assignment, and time in the DRC to work with the implementing team. The anticipated length of the assignment is 4-8 weeks. DUTIES & RESPONSIBILITIES
- Establish project management reference tools, trackers and reference materials covering USAID acquisition regulations related to reporting and prior approval requirements in tandem with IRC's specific policies, specifically guidance on travel approval, Fly America Act, allowances and differentials, contractor salary threshold (CST), and working within Mission Local Compensation Plans (LCPs)
- Determine VAT requirements provide guidance in standardizing reporting system
- Establish a project filing system and checklist to ensure the IHP project is audit ready and compliant with applicable regulations.
- Review IRC policies and procedures and contribute to the development of finance procedures, including finalizing the IHP invoice template, a checklist of all required back-up documentation, and process to ensure timely development and submission of monthly invoices
- Inform/train and work with Finance staff on relevant regulations such as False Claims Act and prompt payment Review IRC policies and procedures and contribute to revisions of IRC's inventory tracking system to ensure compliance with FAR and AIDAR requirements
- Develop materials and provide training to new hire staff on USAID acquisition regulations and specifics to the IRC subcontract
- Work with the regional Global Supply Chain to review current policies and procedures and make recommendations to changes to current in-country procedures to ensure acquisition compliance
- Inform/train and work with the IRC DRC human resources team to ensure HR related policies and procedures are compliant with relevant AIDAR regulations
- Assist HR with vetting of biodata sheets and submission of compliant candidate packets as required
- Review of submitted budget and budget notes and provide assistance as needed in updating the budget per workplan and IRC's finalized SOW
- Review IRC's current timekeeping system and develop procedures as needed to ensure compliance with donor regulations DELIVERABLES
- Weekly progress reports to include bullet points of work done, including assignment of tasks with IRC DRC staff, and challenges encountered
- A complete portfolio of approved tools, which include, but are not limited to: final invoice template, tracking tools, USAID contracts training curriculum in French/English, approval request templates, guidelines for various aspects of contracts
