We are looking for a Monitoring & Evaluation (M&E) Manager for our programme in DR Congo.
NRC has been present in DR Congo since 2001 and currently runs operations in the eastern provinces of North & South Kivu, Province Orientale and Kasai, with offices in Goma, Bukavu, Beni, Bunia and Kananga. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responds to populations affected by conflict and displacement. We reached 614 390 individuals in 2017 with our core competencies education, food security, ICLA, WASH/shelter and emergency response.
The M&E Manager reports to the Head of Programme

Job description

  • Management of the M&E team.
  • Lead capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  • Supervise and mentor M&E support staff in executing M&E plans.
  • Responsible for design, development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  • Advise management on M&E solutions/options in the design of M&E staffing, resourcing and budgeting for M&E, and M&E priorities for the country office.
  • Participate in programme design and proposal discussions, including support on theory of change, macro log frame, project log frame and budgeting for M&E.
  • Participate in country strategy development to ensure effective use of M&E data, and adequate M&E priorities
  • Review and identify gaps on the existing information sharing and management system and facilitate the implementation of practical solutions to the gaps.
  • Improve the effectiveness of the databases by making them more user friendly and error free by continuous improvement
  • Ensure availability of updated information in the databases for informed decision making
  • Oversee operation of the accountability system, including standardized methods of handling beneficiary complaints and feedback and managing cases;
  • Liaise with M&E focal points in other country offices and at regional level to develop best practices and facilitate lessons learned.

Qualifications

  • At least 2-3 years experience in creating and leading the implementation of M&E systems for an international NGO
  • At least 5 years experience working in an emergency or post-conflict setting
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision making
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • High level English language proficiency (speaking, reading, writing)
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  • Experience using SPSS, STATA, Epi Info, or R
  • Excellent information management skills
  • Fluency in French and English (speaking, reading, writing)
  • University degree in relevant field.
  • Good cultural awareness and sensitivity
  • Proven presentation, training and facilitation skills

We offer

  • Commencement: October 2018
  • Duration: 12 months (dependent on funding)
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Grade 8 in the NRC grade structure (see attached)
  • Duty station: Goma with up to 50 % travels. Goma is a non-family posting. International staff members are required to live in joint accommodation.
