The role
The Humanitarian Programme Manager will be deployed to the field as the overall humanitarian response lead for our DRC humanitarian Response, making sure that the overall response is implemented. The post-holder will ensure that humanitarian programmes delivered are to the appropriate scale, scope, quality and accountability expected of Save the Children, and incorporate a child focused lens. The HPM working closely with the Program implementing team, Logistics, and in collaboration with the Director of Programme Operations, is responsible for identifying needs and resources and elaborating programmatic, operational and leadership recommendations for the emergency response in line with Save the Children national and global priorities. In so doing, the Humanitarian Manager will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The post holder will play a leading role in the effective scale up and management of Save the Children emergency programmes to increase impact and enable positive change for children. The HPM will also be expected to play a role and work in collaboration with Program Development and Quality (PDQ) department, AWARDS, Finance etc, as well as with Regional Office, SC Centre and SC Members advisers to support in organisational strategy, capacity building, policy & advocacy initiatives and fundraising. The HPM will ensure the integration on the preparedness, assessment, programme design and implementation of all sectors reached: Health/Nut, Child Protection, Education in Emergencies, Food Security and Livehood.
Qualifications and experience
Essential
- Strong language skills in French and English,
- Extensive experience of working internationally in humanitarian programmes
- Previous experience of managing programme teams in large-scale first phase emergency response is essential
- Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
- Previous experience of managing a large multi-sector, multi-national team
- Previous experience of programme management across multiple locations
- Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP 5 - 10m
- Security management experience across a large programme.
- Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches
- Demonstrated ability to set up monitoring & evaluation systems in large complex programmes.
- Demonstrated ability to set up learning and development processes for a large team
- Proven ability of mentoring and coaching
- Experience of senior level representation
- Experience of developing and negotiating successful partnerships with institutional donors
- Ability to write clear and well-argued assessment and project reports
- Excellent communication skills
- Proven ability to influence change at an operational and strategic level
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A high level of written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

- Experience or knowledge of working and living in relevant regions/contexts
- Specific experience of designing and managing consortia projects
