PROPOSAL SUMMARY
IBTCI is currently seeking a Deputy Chief of Party (DCOP) for an anticipated 5 year, USAID funded Monitoring and Evaluation Mechanism project in the Democratic Republic of the Congo (DRC). This will be a full-time, key position based in DRC. The main purpose of this project will be to provide monitoring and evaluation services for USAID/DRC Country Development Cooperation Strategy (CDCS) Goals, Objectives, and Activities.
POSITION SUMMARY
The Deputy Chief of Party (DCOP) must have a thorough understanding of monitoring and evaluation as well as administrative, project management, and inter-personal skills. Expected responsibilities include:
- Lead/oversee the review of project level M&E Plans, and support such technical work as reviewing reporting methods, carrying out training, designing reporting tools and advising DO and project teams on their M&E work.
- Oversee, recruit for, and participate in performance monitoring, evaluations and assessments throughout the life of the contract.
- Ensure the short-term technical experts and team members recruited under this contract are of a high caliber and possess the required technical expertise.
- Day-to-day project management.
- Serve as secondary liaision with COR.
QUALIFICATIONS
- Master’s degree or higher in international development, economics, public policy, statistics, political science, or a related field;
- Minimum 10 years of experience working in M&E in developing countries;
- A proven track record of excellent management, leadership, decision-making, communication, and interpersonal skills;
- Demonstrated ability to assemble, quickly and effectively, and to manage a highly-skilled interdisciplinary team;
- Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics;
- Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis;
- Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries;
- Prior experience working with USAID required
- Prior Africa experience preferred, DRC desired
- Written and spoken fluency in English and French is required
