Founded in 2002, by President William J. Clinton and Ira Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to strengthening integrated health systems and expanding access to care and treatment in the developing world. CHAI's solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to lifesaving technologies; and helping governments build the capacity required for high-quality care and treatment programs. Since its inception, CHAI's programs have helped more than 11.8 million people in more than 70 countries have access to CHAI-negotiated prices for HIV/AIDS medicines, saving the global health community billions of dollars.

CHAI's global malaria program provides management and technical support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

CHAI is seeking a Malaria Program Manager to be based in Kinshasa, Democratic Republic of Congo. The Program Manager will be responsible for overseeing a project that will generate evidence on the responsible introduction of rectal artesunate, a pre-referral treatment for severe malaria, in community health systems. Rectal artesunate can be administered by community-based healthcare workers in remote settings and buys time for a child with severe malaria who needs to be treated at a higher level health facility. Appropriate use has the potential to save thousands of lives from malaria, a readily preventable and treatable illness. This project will be implemented in collaboration with other development partners working in DRC as well as with the National Malaria Control Program.

CHAI is seeking a highly-motivated individual with strong project and relationship management skills to oversee the project's implementation in partnership with the government and other development partners. As the project lead, the program manager will oversee the execution of the project, delivery of milestones and troubleshoot challenges that arise throughout the project's duration. This individual will also forge and manage strong relationships with the government and implement key activities such as the development of step-wise scale up plans based on generated evidence as well as coordinate dissemination events. S/he must be able to work independently with limited supervision. The manager will work as part of the CHAI-DRC team and will report to the Country Manager.

  • Manage relationships with development partners to ensure effective and timely project execution; establish additional partnerships as appropriate
  • Forge strong relationships with the National Malaria Control Program to solidify their engagement in and understanding of the project
  • Identify or establish a coordination mechanism between project partners and the National Malaria Control Program to disseminate project progress and findings
  • Collaborate with partners to analyze and synthesize project findings for dissemination purposes
  • Advise the PNLP on how to use project findings in national policy developments (e.g., guideline revision, adjustments to the national strategic plan, inclusion in donor funding applications)
  • Support project efforts to quantify commodity demand and procure commodities in the DRC
  • Contribute to the global landscape assessment on rectal artesunate availability and use
  • Continually identify opportunities for CHAI to add value and maximize impact in malaria policy development and programming
  • Identify and report key impediments to the successful execution of this project and work with the Country Manager, project partners and global malaria colleagues to develop solutions
  • Support donor reporting efforts
  • Other responsibilities as needed including support to new program development and fundraising efforts

  • Bachelor's degree

  • Minimum of 5 years' professional work experience, with a demonstrated capability to effectively manage projects

  • Experience with the development of program work plans, budget, and progress monitoring to ensure successful delivery of a project

  • Exceptional diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment

  • Ability to navigate government processes with multiple stakeholders

  • Strong analytical skills

  • Technical proficiency with Word, Excel, and PowerPoint

  • Ability to adapt to fast-paced and changing environments, both internally and externally

  • Excellent business-oriented verbal, visual and written communication skills

  • Fluency in English and French, proficiency in both written and verbal

  • Previous work experience in sub-Saharan Africa

Advantages:
