Description:

FHI 360’s Civil Society and Peacebuilding (CSPB) Department supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPB works with civil society to increase its credibility, visibility and effectiveness by building its capacity to:

  • Promote peaceful solutions to conflict and support peace negotiations.
  • Engage with local government to increase its responsiveness to citizen needs;
  • Solve community problems, engage youth in civic affairs, and provide needed services to citizens;
  • Advocate for social justice, democratic reforms, human rights, and effective policies; and
  • Produce media, including online, radio, and television content, to promote social dialogue and tolerance

Job Summary / Responsibilities:

FHI 360 is currently recruiting for the position of Chief of Party, COP, for an anticipated project that will implement locally-led solutions to increase social cohesion through inclusion of women and marginalized groups to address the problems leading to political destabilization and economic stagnation in eastern DRC. The COP will be responsible for providing overall vision, leadership and guidance of the project and be the project’s main point of contact for USAID and all other stakeholders. The COP will also be responsible for overall project management and technical operations to ensure that the project tasks are completed and the objectives of the project are successfully met. It is expected that the Chief of Party will be located in Bukavu or Goma, with anticipated travel throughout the country and region. The position is contingent on funding.

Primary Responsibilities:

  • Leading the Contractor’s team and serving as the primary point of contact with USAID regarding the day-to-day activity implementation and management matters relating to the contract.
  • Assuring that all assistance provided under the contract is technically sound and appropriate for the needs to be addressed.
  • Provide technical guidance in areas of social inclusion, conflict sensitivity, stabilization, peacebuilding, community development, participatory engagement, and local capacity building to program design and implementation
  • Manage and supervise the work of experts/personnel provided under the contract.
  • Serving as the primary point of contact for information on the progress and current status of all activities under the contract.
  • Establish appropriate monitoring mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported and that project objectives are met.
  • Managing the preparation and presentation of work plans, M&E plans, and all reports.
  • Facilitate ongoing project learning and adaptive management.
  • Integrate project interventions and collaborate with ongoing and future complementary USAID- and donor-funded programs, particularly livelihoods, education, health, economic growth, democracy, human rights, governance, and food security activities.
  • Lead substantive collaboration and coordination with the Government of the DRC
  • Ensure that solid relationships are built and maintained between and among FHI 360 and sub-contractor project staff, USAID, and key local stakeholders and partners.
  • Integrate gender and social inclusion in to activity design and implementation and staffing.

Qualifications:

  • At least 8 years of experience successfully managing complex social cohesion and peacebuilding (or related area) international programs (implementation, logistics, budgeting, staffing) preferably with experience managing USAID-funded programs in DRC or the region.
  • Strong understanding of dynamics and underlying causes of conflict
  • Previous experience as a COP or equivalent role.
  • Master’s degree from an accredited university in a relevant field required.
  • Demonstrated experience integrating socially inclusive and gender sensitive approaches into design and implementation. Demonstrated success across the whole range of project management responsibilities including: strategic program planning; work planning and budgeting; financial, administrative, contractual management and oversight.
  • Demonstrated successes in relationship management with multiple clients and government counterparts; oversight of program monitoring and evaluation; and documentation of results for USAID-funded programs.
  • Fluency in speaking, reading and writing in English and French.
  • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively in team situations, as well as mentor national staff.
  • Past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming.
  • Demonstrated strategic planning, staff development and capacity building experience
  • Strong analytical and research capacity
  • Experience managing complex programs with grants portfolios strongly preferred.
