The role

Save the Children is a key actor in Kasai Oriental, particularly in the Community-based management of malnutrition and childhood illnesses. We are well placed to implement effective programmes, as a joint leader of the NGO health and nutrition cluster in the region and with strong local government and community partnerships.

GSK's support through the 20% Reinvestment Initiative has already enabled us to improve access to health care in the health zones of Mwene-Ditu and Makota, through increasing the numbers of health workers trained to treat preventable diseases and malnutrition, providing essential medicines and advocating for better health worker training and an increase in health workers nationally. Our work has contributed to establishing a functioning and effective disease surveillance system, right from community to district and province health-system level from which 180 health professionals have been trained to date, enabling them to respond quickly to outbreaks of childhood illness. A further 110 health professionals have been trained on case management of malnutrition and infectious disease and 704 community health workers have been trained to recognise and treat the first signs of malnutrition, and to promote positive health practices in their communities.

This end of project evaluation will be conducted to generate evidence to measure effectiveness of project interventions. This evaluation will also focus on documenting the project level success and failure. Findings of this study will also be used to inform the discussion to design the next phase proposal.

  • To what extent was the GSK 20% reinvestment project implemented effectively to meet its stated objectives
  • Recommend improvements for the longer-term strategies of strengthening human resources for health in DRC and programme management.
  • Recommend on the improvement of internal management, monitoring and evaluation processes.

The consultant (s) will submit brief detail on proposed methodology in the EoI form.

However, the methodology should ensure the participation of the different actors involved directly or indirectly in the project as well as the respect of the rights of persons to supply information protected by anonymity and confidentiality throughout the data collection process. Evaluators must use approaches which are sensitive to the socio-cultural context, ethical and privacy concerns of beneficiaries.

It is expected that a process or theory-based evaluation methodology will be most appropriate for this evaluation, given the key evaluation questions, timetable and budget.

It is suggested that a primarily qualitative approach is used (with select quantitative data as needed, from existing data sources such as HMIS). To this end, the evaluation will evaluation collect of qualitative primary data, as well as making use of existing quantitative secondary data and reporting. Proposals to collect primary data should be accompanied by clear processes for checking and ensuring the reliability and quality of this data. The assessment team must adhere to the child protection policies of Save the Children and integrate its principles in its proposed methodology .

Qualifications and experience

The evaluation team is required to have:

  • Show of 5 years of experience in development projects evaluation in the humanitarian settings;

  • A proved experience in preparing and conducting project's final evaluation;

  • High experience in health education, a proved experience in public health issues, particularly in primary health care and nutrition;

  • A good analysis capacity and knowledge of the humanitarian settings of the RD Congo, preferably in the Kasai Orientale Province;

  • A good understanding of child protection and nutrition and a proved experience in these is domain is an asset;

  • Good knowledge of French;

  • A good experience in an evaluation based on children's right approach is an asset;

  • The head of the evaluation will ensure the full independence of the assessment to the project. For this reason, he will not be involved either in project design or in its implementation
