CRCS is currently seeking a Disaster Response Capacity Development Advisor.
The Canadian Red Cross has a Strategic Partnership with Global Affairs Canada (GAC) to strengthen national Red Cross and Red Crescent societies. A component of this partnership is the Capacity Strengthening for Emergency Response in Africa (SERA), a five-year Initiative to strengthen the emergency preparedness and response capacity of four National Societies (NS) in the Democratic Republic of Congo (DRC), Ethiopia, Mali, and South Sudan.
Under the supervision of the SERA Regional Manager in Addis Ababa , the Advisors primary role is to deliver and broker technical support to the Mali Red Cross (MRC) and the Red Cross of the Democratic Republic of Congo to improve their disaster preparedness and response capacities with a holistic and iterative approach. The Advisor will encourage the NS to request for technical support, trainings and use of M&E tools and stimulate peer learning across the SERA countries. The Advisor will facilitate support from available sources notably International Federation of The Red Cross (IFRC), International Committee of The Red Cross (ICRC), other Partnering National Societies (PNS), local organizations, consultants and the CRC global technical advisors.
This includes developing, delivering and/or brokering training, document technical review, facilitation, mentorship, coaching, tools, and advisory services targeted to address the National Society’s priorities as identified by regular systematic assessments and SERA plans. Please note: this is not an operational Disaster Management (DM) response role responding to a specific crisis.
The Advisor is responsible for initiating and fostering collaborative relationships with the National Societies, with other PNS, the Canadian Government Officials who are working at the country level, the ICRC, and the IFRC.
The Advisor will be based in Kinshasa, DRC but will frequently travel to Mali.
KEY RESPONSIBILITIES
National Development and Capacity Building, Disaster Management Technical Advisory Services
Work with NS leaders at headquarters and branch to develop and implement their vision in emergency response, coach, and facilitate the change process.
Support National Society Development and capacity building for DM: including supporting planning, implementation and accompaniment in program activities.
Deliver, coordinate and/or broker training and technical support on DM, leadership development, and resource mobilization as per each NS’ plan to improve their disaster preparedness and response systems.
Represent the SERA Initiative in DRC and Mali, and identify potential opportunities to align and partner with other existing plans and initiatives.
Help the two national societies to identify gaps and priorities; specify appropriate training, technical supports and equipment and to source quality providers.
Review technical documents for disaster management, leadership and resource mobilization.
Ensure the integration of the cross-cutting themes of gender equity, violence prevention and beneficiary accountability in all SERA initiative activities.
Review the terms of reference for technical support initiatives with specialists and consultants, and provide input as required.
Ensure that lessons-learned, case studies and success stories are fully documented as per the Program Monitoring, Evaluation and Reporting (PMER) requirements, and to continuously improve SERA and the CRC ‘s future Emergency Response planning, programming and implementation initiatives.
Program Management support
Ensure that the Initiative is on target to meet its goals and objectives; consider and propose adjustments to the activities when required.
Review and follow-up on issues in plans, financial and progress reports, in collaboration with the teams at each NS and the SERA Coordination Office in Ethiopia to identify and solve problems.
Coordination Support (focus on Mali and DRC)
Support the Regional Project Coordination Office in person and from a distance to develop country plans, implement activities, and produce narrative, financial, and evaluation reports. Coordinate with IFRC offices, and with CRC HQ Disaster Management and Organizational Development / Partnership Advisors.
QUALIFICATIONS
Education and Experience
Graduate level degree in a field relevant to disaster management, international development, organizational change or related support services (e.g. disaster management, project management, MBA, humanitarian studies, management studies, logistics, and support services).
Minimum of 5 years of international experience as a manager in contexts of disaster preparedness, response, and recovery. This could include experience in managing fund development, finances, and logistics for emergency response.
Experience in mentoring, coaching and training.
Previous Red Cross Red Crescent experience a strong asset.

Able to work in a geographically-dispersed team.
Demonstrated ability to work in high stress environments with minimal supervision, and to remain calm, positive, and collaborative when under pressure.
Demonstrated experience in developing and implementing systems, procedures, policies, and processes.
Strong commitment to the Principles and Values of the Red Cross Red Crescent Movement.
Knowledge of the context of the DRC and/or Mali, including potential partners with technical expertise in DM, leadership development and resource mobilization.
WORKING CONDITIONS
This is an unaccompanied position based in Kinshasa, DRC with frequent travel to Mali 30% and occasional travel to the SERA Coordination Office in Addis Ababa.
