War Child programme in the D.R. Congo

WCH has been working in the DRC since 2003 with its country office based in Bukavu, South Kivu. WCH has three field bases in Walungu, Kalehe and Fizi territories, with interventions in three key thematic areas of child protection, psychosocial support, and education being carried out in 32 communities in Walungu, Bukavu, Mwenga, Kabare, Kalehe and Fizi territories of South Kivu province as well as in Kinshasa. The interventions are carried out through a participatory community-based approach that seeks to strengthen existing systems and structures within the communities to (re)create a stable, safe, and supportive environment for children.

War Child Holland’s DRC Programme aims to promote child rights and improve psychosocial development opportunities for vulnerable children in Eastern Congo. The programme also focuses on increasing marginalized children’s attendance in formal and non-formal schools (literacy courses and vocational training) and community reintegration. War Child pays particular attention to the problem of gender based violence, child abuse and exploitation. Target groups are children affected by the conflicts. We work in synergy with local and international organizations and governmental institutions. War Child Programme in D.R. Congo will support options for collaboration and exchange with War Child Holland offices in Uganda and Burundi.

Your challenge

As the Project Coordinator Education and Protection in Emergencies you bear the overall responsibility of the implementation of the ECHO funded Care and Education for Refugee children and children affected by conflict in the camp of Lusenda and host communities in Fizi Territory, and Kalehe Territory, South Kivu in DR Congo. You are responsible for the coherent implementation of the project in both sites, in close collaboration with the Field program team of the two locations. You build capacity of the staff and local stakeholders to ensure sustainability of the programme.

In addition you are responsible for the coordination with other humanitarian actors, as well as government and community actors. You ensure that the project is implemented in a coordinated manner between the two bases, in close collaboration with the Bukavu office. The main focus of the support will be on the Lusenda camp in Fizi. You also have a fundraising responsibility for programme extension (in reach and time). You report to the Country Director. You manage the emergency staff in Lusenda at Fizi Territory, and you support the Field Location Manager of Kalehe in the management of his/her team.

Responsibilities

Programme implementation

• Responsible for timely implementation of the programme in and around the camp of Lusenda in Fizi Territory, and Kalehe territory;
• Monitor local needs and developments in close collaboration with the Programme Development Units in DRC;
• Assure effective monitoring and evaluation of implementation and quality of the programme;
• Identify donors and contribute to the development of project proposals;
• Contribute to the WCH Emergency Response strategy policy and procedures.

Management of staff and capacity building

• Manage wellbeing, coordinate activities and build capacity of Lusenda project team (4 staff);
• Asses and develop capacity of local partners.

Networking, representation and communication

• Ensure appropriate communications, information exchange and sharing within and between the project teams in the two project locations and with OCHA and UNHCR in Bukavu;
• Ensure coordination of the action with all other implementing agencies in the area;
• Develop and maintain productive relationships with communities, local governments, the UN and donors;
• Ensure the timely delivery of quality communication products to inform the donor as well as the general public in the Netherlands on the project in accordance with the communication plan and supported by the communication officer in Bukavu.

Finance

• Ensure that the project’s budget lines related to the activities are executed in a timely manner to obtain a good execution rate and to avoid over or under spending on activity budget lines;
• Assure that expenses on the activity budget lines are eligible and efficiently used.

Profile

• 5 + years of experience with project development and implementation within an international organization operating in an humanitarian and failed states context;

• 3 + years of field experience with community development;

• 2 + years of experience in protection of refugees and internally displaced persons (IDP’s)

• 2 + years field experience with humanitarian coordination

• 1 + year field experience working in emergency interventions

• Knowledge of child rights based programming;

• Thorough knowledge on child protection and education in emergency settings;

• Knowledge of participatory planning and programming methods;

• Master degree on a relevant field (International Relations, Sociology, Anthropology, Psychology, Pedagogy, Law);

• Ability to assess social/ political situations and to act in a diplomatic way in delicate situations;

• Ability to organize means & staff to reach goals.

• Team player and hands-on mentality;

• Result focused and cost-conscious;

• Fluency in French and English (verbal and written);

• Capacity to advise and coach executive staff to reach results and quality in their daily management;

• Affinity with War Child Mandate.
