Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this
vacancy, internal candidates are defined as staff members holding a regular, fixed-term or
short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.
Context:
The International Organization for Migration (IOM) in the Democratic Republic of Congo’s (DRC)
Office in Goma has three ongoing programme areas: Emergency Operations; Stabilization; and,
Early Recovery and Community Resilience. Each of these programmatic areas is home to one
or more ongoing projects that require support in meeting reporting requirements. The Officer
will also be responsible for donor relations and monitoring and evaluation responsibilities as
they relate to meeting reporting requirements. Additional support will also be required in project
development. The Officer will be responsible for developing projects that are in line with
relevant national and international strategies and shepherding the projects through to activation.
The Officer will report directly to the IOM DRC Goma Head of sub-Office and work closely with
the Programme Managers within the Goma Sub-Office.
Core Functions / Responsibilities:
Project Development:
- Analyze and incorporate existing national and international strategies related to the three programmatic areas of IOM’s Eastern DRC Operations into Mission planning.
- Analyze needs within Eastern DRC, conduct gaps-analysis and study comparative advantage of IOM DRC.
- Pro-actively seek potential funding sources from government and private donors, conductdonor mapping and recommend targeted outreach to the donor community.
- Prepare and submit high quality project proposals (narrative, budget, ME framework, logical framework) that are in line with donor requirements and that are properly coordinated with relevant IOM DRC staff, IOM’s Regional Office (RO) in Pretoria and any other offices or departments that are germane to the project being developed.
- Engage in strategic discussions with partners within the non-governmental organizations (NGOs), international nongovernmental organization (INGO) and UN community with the purpose of signing Memorandum of Understandings, drafting joint project proposals and submitting the joint-proposals to select members of the donor community.
- Manage the submission process and activation of successfully submitted projects which will include donor relations, administrative support and contract negotiation. Reporting and M&E:
- Maintain an up-to-date tracking tool of all reporting deadlines for ongoing projects managed by the IOM Eastern DRC sub-offices.
- Maintain an up-to-date tracking tool for the indicators used within the logical frameworks of all ongoing projects managed by the IOM DRC Goma sub-Office and ensure that the information collected during project implementation complies with and meets the given indicators.
- Ensure that reporting deadlines for ongoing projects managed by the IOM Eastern DRC sub-offices are met and approved by necessary individuals and/or Offices/Departments through coordination with managers, resource management staff and through research and writing by the select Officer.
- Prepare regular periodic and ad-hoc reports, situation, thematic and operational updates for sharing with internal and external counterparts, including government agencies, donors, partners, RO, Headquarters.
- Conduct necessary donor relations before, during and after submission of reports.
- In coordination with project/programme managers, conduct field visits of ongoing activities by IOM and IOM’s Partners.
- Perform such other duties as may be assigned.

Education
• Master’s degree in Political or Social Science, International Relations, Humanitarian
Assistance, Migration Studies or a related field from an accredited academic institution with two
years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Prior experience in the field of stabilization, early recovery, community resilience, humanitarian
assistance and related fields;
• Experience in IOM project development and management;
• Experience in drafting and implementing monitoring and evaluation frameworks;
• Experience liaising with specialized international agencies (UN agencies, international
organizations and international specialized NGOs);
• Knowledge of Camp Coordination Camp Management settings is an advantage;
• Knowledge of U.S. Government, European Union (ECHO), Swiss and Dutch funding
mechanisms is an advantage;
• Experience working in the country or region is an advantage.
Languages
Fluency in English and French are required.
