SUMMARY:
Counterpart International is seeking a Chief of Party (COP) for its USAID-funded Congo Demokrasia program in the Democratic Republic of Congo (DRC). The program supports civil society organizations (CSOs) to conduct voter education activities and strengthen their ability to conduct oversight and advocacy to protect citizens’ electoral rights in the upcoming 2016 elections. Responsible for leading and managing the overall program, the COP will work closely with USAID/DRC, the Independent National Electoral Commission (CENI), and CSOs to promote Congolese citizens’ informed voting and active and peaceful participation in the upcoming elections. The COP will represent Counterpart to USAID, local and national partners, and other relevant donor organizations in the DRC. The COP will provide vision and technical leadership on issues of voter education and CSO advocacy and oversight. The COP will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting and communications. This post is UNACCOMPANIED. This is a full/part time position based in Kinshasa, DRC. This position will report to Counterpart’s Regional Director of Africa.
DUTIES AND RESPONSIBILITIES:
• Provide overall project leadership, management, quality control, technical direction and oversight of Counterpart’s programming in the DRC.
• Oversee all administrative and financial aspects of the program, including sub-awarding, hiring, recruitment, financial and logistical aspects of the program.
• Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
• Provide line management to the DRC field staff in accordance with the donor policies, procedures and requirements.
• Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
• Participate in specialized technical events such as workshops and roundtables, support knowledge management, and share learning across key networks.
• Coordinate activities between Counterpart’s provincial satellite offices, main Kinshasa office and Counterpart Headquarters.
• Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and donor.
• Ensure the highest quality of project monitoring, evaluation, reporting and communications.
• Ensure that all project assistance is technically sound and appropriate.
• Assume financial accountability and ensure successful implementation of the program.
• Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
• Serve as primary liaison to USAID/DRC, local and national governmental authorities, local nongovernmental organizations, community organizations, and other donor organizations.
• Leverage existing networks, program investments, and project successes to seek opportunities for program expansion and promoting Counterpart’s practice areas.

RequirementsQUALIFICATIONS:
Required
• A Bachelor’s degree in a related field, such as international development, political science, law or public policy.
• Minimum of ten (10) years of civil society development field experience.
• Six to eight years of progressively responsible management experience, with significant experience administering donor-funded programs in the areas of organizational capacity development, voter educations, elections, public policy, or advocacy.
• Demonstrated success with developing and operationalizing civil society development and voter education and political participation work.
• Demonstrated experience in strategic planning, training, and team-building.
• Strong multicultural, interpersonal, and supervision skills.
• Demonstrated ability to give effective presentations and write high quality technical reports.
• Excellent ability to amiably collaborate and coordinate activities with multiple stakeholders including government, civil society, and individuals.
• Sensitivity towards inclusion issues, such as gender analysis and integration of activities to close gender gaps.
• Previous experience in managing complex USG or bilateral donor-funded projects with large sub-grants portfolio.
• Knowledge of USAID development approaches, as well as understanding of USAID rules and regulations and mandatory reporting requirements.
• Professional written and oral fluency in English and French is required.
Preferred
• A Master’s degree in a related field, such as international development, political science, law or public policy, is preferred.
• Good knowledge of DRC’s socio-political context highly preferred.
• Experience with civil society development in the DRC and/or Southern and Central Africa is highly preferred.
• Fluency in local languages preferred.
