SUMMARY:
On May 19, 2015, the United States Agency for International Development (USAID) and the United Kingdom Department for International Development (UKAid) chose Counterpart International to be the implementer of the Congo Demokrasia project in the Democratic Republic of Congo (DRC). Congo Demokrasia is a civic and voter education project aimed at promoting informed voting and active and peaceful participation in upcoming elections.
The project’s main objective is to contribute to a more credible and transparent electoral process through increased citizen participation. Counterpart International's strategy for the implementation of this civic and voter education project is to develop partnerships with civil society organizations to strengthen their technical and organizational capacities with the implementation of effective civic education projects.
DUTIES AND RESPONSIBILITIES:
Counterpart is recruiting for a Subgrant Advisor to assist the Congo Demokrasia project with further organizing, preparing and implementing its subgrantee selection and granting process. The consultancy will be for a duration of up to one-month, and will start immediately. In this capacity, the Subgrant Advisor will support the local Grant Manager with:
• Critically evaluating and modifying (as necessary) the standardized financial forms to be used by subgrantees.
• Formalizing the HQ-field process for requesting and disbursing subgrantee advances.
• Creating an Excel-based spreadsheet for the tracking of financial and programmatic reporting by Tier 1 and Tier 2 subgrantees.
• Ensuring (current or future) subgrantees have enough information available – both programmatically and financially – to implement their project in line with Counterpart policies and procedures.
• Working with Tier 2 applicants to finalize their applications in the best-and-final-offer (BAFO) stage.
• Standardaizing the Tier 2 subgrant selection paperwork and packages.
• Ensuring Tier 2 subgrant paperwork is reviewed for compliance, completeness and overall adherence to programmatic objectives.
• Creating fully-reviewed and vetted procurement packages for submission to HQ for review and approval.
• Building capacity of local Counterpart staff to plan, organize, and administer grants.
RequirementsQUALIFICATIONS:
• Minimum of 10 years of relevant work experience, or equivalent combination of education (Master’s degree) and relevant experience.
• Substantial field experience in program management and subgrant management.
• Knowledge of USAID rules and regulations
• Fluent in written and spoken English and French.
• Ability to deploy to the DRC immediately.
• Ability to work within a multi-cultural and diverse team.
• Management of logistics, procurement, servicing and planning.
• Strong report writing, analytical and interpersonal skills.
