Chemonics seeks a short-term conflict analysis consultant for USAID's ACCELERE! project. USAID, in collaboration with the U.K. Department for International Development, is implementing this primary education initiative to improve equitable access to education and learning outcomes for girls and boys in the Democratic Republic of the Congo (DRC). This contract supports education service delivery in at least 25 education sub-provinces across four target provinces (Katanga, Kasai Occidental, Kasai Oriental, and Equateur), including in government schools and those administered by religious networks, which are recognized by the DRC government. Efforts to support educational access for out-of-school youth through accelerated learning programs will target the above target provinces, as well as South Kivu and North Kivu. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Modify and expand the existing Year 1 project education conflict sensitivity analysis, conducting a rapid risk assessment to provide a deeper community-level analysis and understanding of the project’s operational environment
  • Provide an analytical foundation, based on existing literature, best practices, and project experiences in education conflict sensitivity, to ensure relevant and effective project responses and increase the project's understanding of the common conflict drivers and dynamics that affect access, retention, and learning achievement

  • Analyze the DRC's political, language, ethnicity, and land-ownership context to determine its influence on access, retention, and learning. Recommend mitigation strategies and advise on specific tools to ensure that all activities are carried out in a conflict-sensitive manner

  • Analyze data to assess why and how conflict drivers may affect education interventions in conflict-affected states, and how interventions may affect the context moving forward

  • Understand why and how community-level actors are evolving, as well as their relationships to trends and triggers

​Qualifications:

  • Master's degree or equivalent in international affairs, political science, sociology, education, or a field related to international/human development, with a strong emphasis on quantitative and qualitative research

  • Experience in international education programs, particularly those focusing on conducting conflict and risk assessments

  • Previous experience conducting similar analyses in the DRC preferred

  • Articulate, professional, and able to communicate clearly with clients and staff; strong writing skills required

  • Highly developed interpersonal communication skills and an ability to work well with others

  • Familiarity with USAID rules and regulations preferred

  • Demonstrated leadership, versatility, and integrity

  • Fluent English and French required; fluent Kiswahili (or other local languages) preferred​​​
