Summary
Social Development Direct (SDDirect) is currently looking for a Capacity Building and Training Managerto contribute to the development of and ensure effective, timely and high quality delivery of the capacity building component of “La Pépinière”, DFID DRC’s Programme for Adolescent Girls, aiming to empower adolescent girls and young women. The role is based in Kinshasa.

Background
La Pépinière is a programme of learning, capacity building and innovation with the overall objective to promote the economic empowerment of adolescent girls and young women in the Democratic Republic of Congo (DRC). The programme is supported by the UK Department for International Development (DFID).
A consortium led by Social Development Direct (SDDirect) working in partnership with Centre Régional de Recherche et de Documentation sur les Femmes, le Genre et la Construction de la Paix dans la région des Grands Lacs (CERED-GL) in Kinshasa and M&C Saatchi World Services was selected through a competitive process to implement the first thirty-month phase of the programme from April 2015 to September 2017. This phase will focus on learning and capacity building, to produce the evidence and engagement to design effective innovations in a future phase of La Pépinière from September 2017. In the first instance, the programme is focused on Kinshasa province.
In the inception period of this first phase of La Pépinière, from April to December 2015, the capacity building stream will deliver an initial stakeholder mapping, and scoping of programmes relevant to adolescent girls economic empowerment in the DRC, a capacity needs assessment and feasibility study and as well as a capacity building strategy and some initial capacity building activities . The learning workstream will deliver an evidence paper on what works’ to support adolescent girls’ economic empowerment; a media and communications landscape survey; and a situation analysis (based on qualitative and quantitative research) of adolescent girls and their economic empowerment in Kinshasa, and a proposal for ‘mini-pilots’ based on this evidence. In the inception period, both a physical and a virtual hub will be established to enable both dissemination and uptake of research as well as provide a shared working and learning space and, potentially, a venue for capacity building activities. The 21-month implementation period (from January 2016 to September 2017) will deliver targeted capacity building activities as well as a series of further research studies and evidence papers and implement some mini-pilots, all of which will inform the design of the second phase, to include an innovation fund.
The detailed responsibilities and deliverables below relate to the inception phase. Roles and activities for the implementation phase will be confirmed at the end of the inception phase subject to programme and client requirements.
Role Purpose
To contribute to the development of and ensure effective, timely and high quality delivery of the capacity building component of La Pépinière, aiming to empower adolescent girls and young women. The role is based in Kinshasa.
Key responsibilities
- In collaboration with other team members, to co-lead and conduct a stakeholder mapping of organisations and programmes working on adolescent girls or impacting on them
- To support the Lead Capacity Building Consultant in designing and implementing a capacity needs assessment and feasibility study
- Under the guidance of the Capacity Building Lead consultant, to implement the capacity needs assessment with a range of organisations in Kinshasa and DRC
- To support the Lead Capacity Building Consultant, to develop the capacity building strategy and plan for phase one of La Pépinière
- To lead or co-lead capacity building activities (training, events, mentoring, policy dialogue) in line with the strategy and plans, identifying and coordinating other expertise needed as appropriate
- · To act as the main contact point for the Groupe Thématique Genre, providing support the Ministry of Gender, Family and Children as needed
- To establish and maintain good communications and relationships with relevant actors and networks and engage in ‘informal’ coaching/ capacity building
- To work with the Girls Engagement Expert to recruit and train the Girl-led Research Team
- To support the Team Leader in the scoping, set up and management of the ‘Physical Hub/ Girl Space’
Key deliverables
- Work plans for programme capacity building component (lead)
- Stakeholder mapping (co-lead) (This activity is already underway).
- Capacity needs assessment and feasibility study (supporting Lead Capacity building consultant)
- Capacity building strategy and plan (supporting Lead Capacity building consultant)
- Delivery of identified and agreed capacity building activities
- Providing effective secretariat service to the Groupe Thématique Genre, composed of government, donor and civil society partner
- Set up and running of the physical hub as a space to encourage girls participation and dialogue regarding programming to benefit adolescent girls’ and young women (co-lead)
Skills and Competencies
- Good understanding of girls’ and women’s rights and gender equality issues particularly in DRC context
- Demonstrable experience of applying knowledge of gender equality/ girl’s rights issues in a professional setting, ideally in DRC context
- Good knowledge and understanding of actors and networks in DRC / Kinshasa province, relevant to programming affecting women and girls
- Minimum 3 years experience in training and/or capacity building (formal or informal)
- Demonstrated competency at developing and using participatory approaches in training and capacity building
- Expertise in institutional and organisational development, with specific experience of capacity building in the area of programme design and management
- Strong interpersonal skills and ability to engage with others to encourage positive behaviour change
- Experience of designing, coordinating and managing delivery of a programme of activities with minimal supervision, and reporting against agreed indicators
- Ability to write clear, accurate and timely activity and narrative reports (in French)
- Fully fluent in written and spoken French and fluent in spoken English
- (Desirable) experience of capacity building related to women’s or girls’ rights and/or gender equality in programming, or gender mainstreaming in organisations
- (Desirable) able to write in English
