War Child Holland’s programme in DR Congo
WCH has been working in the DRC since 2003 with its country office based in Bukavu, South Kivu. WCH has three field bases in Walungu, Kalehe and Fizi territories, with interventions in three key thematic areas of child protection, psychosocial support, and education being carried out in 32 communities in Walungu, Bukavu, Mwenga, Kabare, Kalehe and Fizi territories of South Kivu province as well as in Kinshasa. The interventions are carried out through a participatory community-based approach that seeks to strengthen existing systems and structures within the communities to (re)create a stable, safe, and supportive environment for children.
War Child Holland’s DRC Programme aims to promote child rights and improve psychosocial development opportunities for vulnerable children in Eastern Congo. The programme also focuses on increasing marginalized children’s attendance in formal and non-formal schools (literacy courses and vocational training) and community reintegration. War Child pays particular attention to the problem of gender based violence, child abuse and exploitation. Target groups are children affected by the conflicts. We work in synergy with local and international organizations and governmental institutions. War Child Programme in D.R. Congo will support options for collaboration and exchange with War Child Holland offices in Uganda and Burundi.
Your challenge
Programme
• Responsible for the quality of the content of the programme implemented by War Child staff and partly by local partners.
• Monitor continuously local needs and developments by performing in-depth needs assessments.
• Seek/develop opportunities for assessing needs and increasing child rights/protection monitoring.
• Monitor remote programme implementation, quality of results and outcomes, and measure programme effectiveness through regular field missions (at least 40% of the worktime).
Staff and partners: capacity and wellbeing
• Wellbeing of staff in a demanding context, with conflict in the country and difficult accessibility in rainy season.
• Train and support junior and senior staff of the programme unit in executing their jobs, in perspective of capacity building.
• Provide remote monitoring and support/capacity building of implementing partners.
Fundraising
• Give input and facilitate the process of developing programme and project proposals and write proposals in the absence of the grant manager (with a focus on content components) and ensure that they correspond with War Child’s mandate.
Representation & Networking
• Liaise with professional counterparts of (inter) national authorities and organisations in the fields of work: Psychosocial Support/ Child Protection / Education / Planning Monitoring & Evaluation.
Your profile
• Experience in conflict/post-conflict complex settings;
• Proven experience with psychosocial and child protection programmes for children in humanitarian settings;
• Knowledge of participatory assessment and community based programming;
• Experience with community based programmes with an (INGO) in a conflict context;
• A minimum of 5 years of working experience in a relevant position, e.g. with an INGO;
• Knowledge of project development and implementation in an international/humanitarian context;
• Knowledge of quantitative and qualitative monitoring & evaluation tools;
• Experience with training and capacity building of senior and junior staff;
• Motivation to work closely and hands on with local staff;
• Strong problem solving and social skills;
• Proven affinity with War Child’s mandate;
• Professional working level of English and French (oral and written);
• Relevant academic background (Psychology, Pedagogy, Community Development, Social Sciences).

Your team: The Programme Development Manager reports to the Country Director. You are the technical/content advisor to the Field Project Supervisor, Country Director (CD) and Field Location Manager(s) (FLM).The Programme Development Manager manages Programme Development Advisors and consultants.
DR Congo is a non-family duty station. The expatriate is allowed to bring a partner under the condition that he/she is employed or will be employed by a humanitarian organization. The expatriate is not allowed to bring children.
