SNV DRC seeks to fill the following position for an anticipated project:

Chief Advisor Rural Electrification

Consultancy contract

Place of performance: Kinshasa, Democratic Republic of Congo

SNV is a not-for-profit international development organisation with long-term, local presence in over 30 of the poorest countries in Asia, Africa and Latin America. Our team of advisors works with local partners to equip communities and businesses with the tools, knowledge and connections they need to increase their incomes and gain access to basic services. SNV works across three sectors: Agriculture, Renewable Energy and Water, Sanitation and Hygiene. Several international donors fund our programmes. SNV has a +100 million euro annual turnover and is aiming for further growth.

Project Summary

SNV seeks a Chief Advisor for an anticipated USAID-funded programme to successfully restructure the power sector in DRC. To accomplish the power sector reform, one part of the programme will provide assistance to establish a new Rural Electrification Agency (REA) and develop its capacity to plan off-grid schemes and attract private investment and/ or donor funding to expand electricity access to the citizens of the DRC.

Overview of the Position

To support this effort the Chief Advisor will provide the following services for a period of up to 30 months:

  • Assist the Ministry of Energy and Hydraulic Resources with establishing a new REA. This will include but not be limited to advising on an appropriate organizational structure, developing position descriptions and recruiting personnel.
  • Develop the technical and operational capacity of the REA’s staff, particularly with regard to planning and development of rural energy projects as well as attracting, managing, and leveraging donor resources.
  • Support and advise the REA’s staff on planning and executing its legislative mandate. This may include assisting with contracting and reviewing planning studies, including pre-feasibility studies on generation, transmission, and distribution projects, developing financial models, preparing project information memoranda, organizing investor conferences, and supervising and/or providing quality assurance on REA investments.

Key Responsibilities

  1. Provide technical direction and guidance to the project and its staff, ensuring that the project is implemented in line with donor requirements;
  2. Guide the project set-up, including developing work plans, budgets and competence table with financial responsibilities and mandates;
  3. Build, strengthen and manage relationships with governments, key partners, institutions and stakeholders;
  4. Manage relations with the consortium leader;
  5. Monitor performance of the project management team to ensure that all milestones set in the work plan are met, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from the work plans;
  6. Account and report to SNV and the consortium leader on project performance;
  7. Identify and support the REA in attracting funding and private investments.

Requirements

  1. Master’s Degree in a relevant discipline;
  2. Ten (10) years or more of work experience in advising on and/or managing rural electrification agencies. Experience on large scale rural electrification programs is preferred;
  3. Proven abilities in acting as the lead advisor on the design, establishment, and operations of rural electrification agencies in developed and/or developing countries;
  4. Proactive and entrepreneurial;
  5. Able to strategically inspire and energise project teams operating in the whole country;
  6. Excellent social and networking skills, ability to engage with governments, private sector, donors and investors;
  7. Strong interpersonal and influencing skills and experience working in a matrix organisation;
  8. Excellent communication (written and oral), reporting and presentation skills;
  9. Fluent written and spoken English and French.

Place of performance: Kinshasa, Democratic Republic of Congo

Contract: Consultancy contract (30 months, 252 days involved)

Expected starting date: February or March 2015
