BACKGROUND
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of GBV Specialist, Consultant in the Democratic Republic of Congo.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM BACKGROUND
International Medical Corps is implementing a five-year social and behavior change program to address gender-based violence (GBV) in eastern DRC titled “Bienvenue aux Changements dans la Communauté (BCC). This represents the first time International Medical Corps has implemented a large-scale, long-term, focused social and behavior change program. Furthermore, this program is among the very few in its kind focusing exclusively on the prevention of GBV. BCC is currently in its final year of implementation and International Medical Corps is interested in documenting the program contribution to measurable societal and individual change, lessons learned from the design, start up and program activities so far that may inform current and future programs.
Consultancy SUMMARY
The GBV Specialist will plan for travel to lead the evaluation of International Medial Corps' USAID-funded, five-year, social and behavior change program, addressing gender-based violence (GBV) in eastern Democratic Republic of Congo (DRC).
ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential duty of the GBV Specialist is to utilize mixed methods to measure the effectiveness of different program strategies in achieving desired outcomes, and detail successes, challenges, and recommendations for future behavior change interventions.
During 45 days, the GBV Specialist will:
• Conduct a desk review of all key project documents
• Draft an evaluation plan in consultation with the Technical Unit and in-country technical specialists
• Prepare all evaluation tools, including interview guides, focus group discussion guides, data analysis matrix, and other data collection & analysis tools as needed for the evaluation
• Lead training for data collectors in-country
• Oversee data collectors’ work on focus group discussions and key informant interviews in the field, as well as other data collection activities
• Conduct key informant interviews in the field as needed
• Lead and oversee data analysis
• Present initial findings to in-country team prior to departure from country
• Draft evaluation report and compile feedback from HQ and country team
• Revise evaluation report based on feedback from HQ and country team

QUALIFICATIONS
Skills & Requirements:
• Completed graduate studies in Public Health, Social Work, International Affairs, Development, Conflict Management, or other related field, with course work relevant to monitoring and evaluation and/or research methods.
• Demonstrated experience with evidenced-based research, particularly with mixed methods evaluations of social and behaviour change programs, in development and/or humanitarian contexts
• Experience working with gender-based violence programs, preferred.
• Ability to work independently and to use sound judgement
• French language skills required
• Good interpersonal skills
• Strong analytical, writing and organizational skills
