Summary

The Deputy Chief of Party (DCOP) will provide managerial and technical support for the DFAP food security/nutrition programs at the country level, including managing the response to food and nutrition related emergencies within the scope of those programs. Of particular importance is the integration of long-term, sustainable, gender transformative interventions with the aim of reversing chronic food insecurity and increasing gender equity. The Deputy Chief of Party will work closely with the Chief of Party on both the quality of programs in the portfolio and the effective financial and operational management thereof. S/he will be based out of Kinshasa. S/he will ensure regular communications about strategic issues related to program development, implementation, partnerships and technical support needs with the senior management team of agriculture/livelihoods, health/nutrition, WASH, gender, commodity and technical staff. The DCOP will also work closely with the other senior leaders, partners and local government to facilitate the inclusion and involvement of all key stakeholders to monitor and track progress against stated objectives. S/he will also liaise closely with the field-based program managers who provide the direct liaison at regional, zonal and district level with government partner agencies, local institutions and communities. S/he will be expected to assist in the integration of the DFAP food security/nutrition programs and other complementary programs designed to address the causes and consequences of chronic food insecurity, and in the development of future funding proposals. In the absence of the COP, the Deputy Chief of Party will take on the leadership role.

Responsibilities

  • In collaboration with the COP, ensure that the program is delivered according to the contractual requirement with the donor and government i.e. that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per agreed schedules and any other requirements or criteria are fulfilled.
  • Design and regularly update detailed gender responsive annual work plans and ensure these are used by the team appropriately to monitor progress towards completion and achievement of program objectives.
  • Ensure that programmatic and financial reports for donors, government and Save the Children are prepared as required, ensuring these are of the highest quality and submitted in a timely manner to the donor. Be fully aware of the grant compliance regulations of Save the Children as well as USAID.
  • Assist with the preparation and revision of a realistic budget, authorizing and monitoring expenditure in line with the budget, donor guidelines and Save the Children’s grant management and financial regulations. This will include the preparation and submission of quarterly variance analysis reports as well as oversee that partners are also fulfilling their budget holder responsibilities and meeting deadlines as required.
  • Manage and motivate direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall program objectives.
  • Maintain good working relationships with officials, government ministries, implementing partners and the international and local NGO community.
  • Work with program staff and Save the Children Technical Advisors based in the Kinshasa office to identify the technical support needs of the program and ensure this support is provided.
  • Coordinate closely with the SC offices in administrative and HR matters, especially regarding operations and financial matters as they relate to the program.
  • Attend and actively participate in periodic program meetings and ensure a summary of progress and challenges are prepared and presented with follow-up actions as required.

Requirements

  • A masters’ degree in international development or similar field
  • Minimum of seven years’ of experience managing experience in field based food security, nutrition and emergency programming
  • Experience working on gender transformative food security projects or food security projects that address gender constraints across sectors related to the availability, access, and utilization/consumption of food resources is preferable
  • Demonstrated skills in strategic planning, budget development and management, gender responsive multi-sector work plan development, and program reporting for diverse audiences
  • Previous experience working on large scale Title II programs preferably at a senior management level
  • Experience working in changing work environment associated to conflict, post-conflict and/or disaster prone environments
  • Experience working in development or humanitarian assistance
  • Must be familiar with USAID rules, regulations and policies
  • Proven skills in leadership and supervision, with an ability to work effectively and efficiently in a challenging, complex work environment
  • Demonstrated commitment to gender equity in management as well as programmatic contexts
  • Demonstrated ability to systematize and streamline organizational operations
  • Proven coordination skills with the ability to bring together multiple program requirements and stakeholders.Strong presentation and facilitation skills
