Summary
Save the Children is currently recruiting for a Gender Advisor who will ensure gender integration throughout the DFAP program assessments, planning, implementation, and monitoring, evaluation and learning. The Gender Advisor will work closely with the DFAP team, the government, local authorities and other key stakeholders to address gender-related differences, needs and inequalities with gender transformative approaches in the DFAP program.
Among other gender-related objectives, the Gender Advisor will be responsible for ensuring and/or promoting in the DFAP activities the equitable participation by men, women, boys and girls and the reduction of gender disparities and harmful norms to achieve nutritional outcomes and strengthen resilience to food insecurity. The Gender Advisor will ensure that USAID’s Gender Equality and Women’s Empowerment Policy, Food for Peace gender guidance, ADS 205, and other relevant gender principles, policies and regulations will be applied consistently throughout the DFAP initiative. The Gender Advisor will also advise and ensure that activities related to gender-based violence (GBV) and female empowerment are incorporated in the DFAP activities.
Responsibilities
- Will work with the Chief of Party and Save the Children US technical advisors on project implementation.
- Stay abreast and informed of USAID agency-wide, Food for Peace, and other relevant gender principles, policies, regulations, and good practices
- Will contribute to the development and oversee implementation of the Gender Analysis Plan during the first year of the DFAP implementation.
- Ensure gender analysis findings are integrated into program plans (e.g. annual work plans and performance milestones) and develop the DFAP Gender Strategy/ Program Plan
- Responsible for the Gender Strategy/ Program Plan and delivery against target goals, including GBV monitoring and mitigation
- Review project reports and annual implementation plans and contribute to regional and national strategic planning.
- Review reports from project staff from a gender perspective and make suggestions accordingly.
- Provide gender-related technical support to all project staff, including but not limited to livelihoods, nutrition, governance, resilience, and M&E teams.
- Collaborate with M&E team to ensure inclusion of gender sensitive indicators and collection and analysis of gender sensitive data
- Provide technical, programmatic, operational, and managerial oversight of all activities that have a gender aspect or component.
- Build management capacity for gender-integrated and gender-sensitive program implementation, and for support and training for design, monitoring, and evaluation.
- Participate in technical working groups and liaise with other stakeholders/ serve as a gender focal point
- Lead a gender community of practice to facilitate knowledge exchange among DFAP staff
- Ensure that program implementation meets USAID’s programmatic, administrative and financial standards and requirements.
Requirements
- Bachelor’s Degree in international development, health, nutrition or related area preferred.
- 5 years of experience in gender-based programming with substantial understanding of and commitment to equality and equity issues and mainstreaming.
- Experience conducting and/or overseeing gender analyses
- Experience working on problem assessments related to nutrition, livelihoods, food security, DRR and/or WASH programs.
- Proven ability to apply gender-sensitive and gender-transformative approaches on DFAP initiatives or on programs similar to DFAP initiatives.
- Demonstrated ability to work with host government and partners in implementing a complex project in the field under challenging circumstances.
- Significant knowledge of gender principles as they relate to livelihoods, health, nutrition and resilience for community-based programs.
- Significant knowledge of the health and nutrition system in DRC, specifically as it relates to government policies, programs and partnerships addressing the needs of food security.
- Experience working on similar USAID or other donor-funded programs; familiarity with USAID regulations and policies preferred.
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
- Excellent oral and written communication skills in English and French required.
