DRC is looking for a highly qualified Protection Advisor for a short-term mission to DR Congo. The ideal candidate will have solid experience in Program Design, Proposals writing and a solid understanding of protection and child protection strategies.
Overall objective
The Protection Advisor provides leads on proposal development including building effective partnerships with a diversity of stakeholders, from IDPs to humanitarian partners, local communities, and government authorities. Under the direct supervision of the Country Director, the Protection Advisor’s objective is to support DRC in Eastern RD Congo in its current fundraising efforts for its Protection/Child protection strategy, targeting specifically ECHO, SDC and OFDA funding, with possible adaptations based on the field activities. With this regard, the Protection Advisor is expected to write at least two complete project proposals.
Background
The Danish Refugee Council has been present in DR Congo since 2009, with the DRC Country Office located in Goma. Current interventions take place in the areas of Beni, Kitchanga and Sake in North Kivu Province, with a primary focus on protection activities in IDP and host communities. DRC’s presence in North Kivu is based on the on-going humanitarian crisis in the area, the population’s urgent need for safety and stability and DRC’s ability to address some of the most pressing needs in a relevant way. DRC is also undertaking advocacy to bring attention to the crisis in North Kivu on a provincial, national and international level. Donors include the European Community, ECHO, Swiss Agency for Development and Cooperation, the Folke Bernadotte Academy, as well as private and own funding. Presently, the programme employs 4 expatriates and 30 national staff and is supported by a Support Unit at DRC Headquarters in Copenhagen.
In 2013 and 2014, DRC expanded its activities to the Beni region where DRC supports children affected by conflict. Currently, DRC is implementing a 24 months project with the support of the European Community. This project aims at reinforcing the capacities of key stakeholders in terms of Child Protection and providing direct assistance to 1,500 children in 10 targeted communities. Due to recent killings which have occurred in Beni since October 2014, DRC has increased its activities in Child protection, notably for children directly affected by these mass killings and association with armed groups. Supported by the Swill Development Cooperation and ECHO, this program is implemented in 11 communities in Beni territory for 12 months.
Due to the instability in the Country and in the forecast of the next 2016 Presidential Elections, DRC has engaged discussions with donors such as the UNICEF, OFDA, SDC and ECHO in order to reinforce its capacities towards Civilians Protection in North-Kivu. In this dynamic, DRC is looking for a highly motivated Protection Advisor in order to write Projects Proposals to be submitted to the given donors, and to assist the Country Director implementing the DRC Protection strategy in DR Congo.
Duties and Responsibilities
- Assessing needs and participating in evaluation visits
- Conduct assessments and fact-finding missions to set up new or follow-up projects;
- Meet with relevant stakeholders & duty-bearers;
- Identify Protection/Child Protection needs in relevant geographical areas for intervention;
Lead the preparation of project proposals for external donors, including conceptualizing and developing sectoral with adapted interventions to address Protection/Child Protection needs (including Education in Emergency) – complementary to the ongoing Child Protection program and local strategies in close co-operation with the Country Director;
Proposals Writing
Write a full Protection Project Proposal to be submitted by mid-January 2016 and based on ECHO recommendations and template;
Write a full Child Protection/Education in Emergency Project Proposal to be submitted by End February 2016 and based on ECHO and SDC recommendations and template.
Providing Strategic support
In case it is needed, the Protection Advisor will advise and assist the Country Director in defining a package of activities to be proposed to other donors such as OFDA;
Ensure that DRC’s proposals are in accordance with DRC standard regulations and operational procedures (e.g. Code of Conduct, Accountability Principles, DRC Assistance Framework, DRC Programme handbook) and assist in developing a written Protection Strategy based on DRC’s ongoing program, written proposals and technical opportunities.
Representation and Coordination
Represent DRC in the area of operation as required, such as with local authorities, UN agencies, other organisations and donors;
Cultivate good relations with key humanitarian actors, including UNHCR, INGOs engaged in protection/recovery programming and donors.
Qualifications
- Relevant educational background in education sciences, international relations, social sciences, or other related field (e.g. sociology, social work, psychology, law and human rights)
- Strong experience with protection in a humanitarian context
- A minimum of 3 years’ experience with international humanitarian work and demonstrated capacities in Program design and Proposals writing, within the context of IDP assistance and protection issues
- Demonstrated record in collaborating, networking and negotiating with authorities, UN agencies, donors and other NGOs
- Good knowledge of international donors’ guidelines, especially with ECHO and OFDA
- Ability to work in a complex conflict environment, preferably experience from an African context Previous experience from DR Congo is an advantage
- Ability to work under pressure in a rapidly changing and sometimes insecure environment
- Fluency in spoken and written French. English is an advantage.

Contract: 2 months
