The Norwegian Refugee Council, The Internal Displacement Monitoring Centre, Climate Interactive, and International Alert, with the financial support of DFID/UK Aid, are undertaking a three year research project (April 2014 to March 2017) with the objective of improving the resilience of people affected by displacement in North and South Kivu. The aim is to reach a common understanding of vulnerability, and to identify approaches that strengthen the resilience of people affected by repeated displacement in eastern DRC Geographical focus: Masisi and Rutshuru in North Kivu; Kalehe, Mwenga, Fizi and Uvira in South Kivu.
We are seeking a Research Project Manager to:
-Provide technical expertise and leadership for the collection and analysis of qualitative and quantitative data.
-Manage the data collection teams in North and South Kivu.
-Coordinate the technical working group and liaise with key donors and external partners.
Job description
- Line management for project research staff
- Contribute to the development of Country, Area and Core Competency (CC) strategies. Initiate and participate in the integration of resilience in CC projects
- Provide regular technical- and progress reports
- Develop and manage project budget
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- Design questionnaires, methodologies and tools for primary data collection
- Recruit and train field data collection teams in tools and methodologies
- Ensure quality control of data gathering
- Act as technical lead on content analysis of data
- Analyse and present quantitative and qualitative data
- Plan and oversee community mobilization and dissemination activities
- Plan, implement and evaluate activities according to set project milestones and against a given budget
Qualifications
- Relevant university degree or higher education, preferably in anthropology, international relations and/or development, other social sciences
- Experience in development and application of quantitative and qualitative primary data collection methods and tools
- Experience with project management, including planning, implementation, monitoring and evaluation, budget oversight and coordination of partners
- Experience in building and managing teams for data collection
- Excellent written and spoken French and English; Kiswahili would be an advantage
- Contextual knowledge and experience of DRC
- Familiarity with key humanitarian and human rights frameworks for protection and assistance during conflict
- Familiarity with development and peacebuilding frameworks in fragile state settings; familiarity with systems dynamic modelling techniques would be an advantage
- Experience in quality human resource management, particularly in a multi-cultural environment
- Resilience programming experience or related subject
- High level of conceptual understanding regarding Resilience, Disaster Risk Reduction (DRR), Climate Change Adaptability (CCA), Poverty Reduction (PR), Linking Relief, Rehabilitation and Development (LRRD) and Integrated Programming
- Experience in budget management
- Good understanding of DFID and other donors’ requirements
- Experience working with statistical computer software packages

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard. Duty station will be Goma, which is a non family posting. Programme follow up will require frequent travel in the provinces of operational area, up to 50 % of the time should be spent in the field. Travel outside Goma is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members live in shared accommodation.
