Summary

Save The Children is looking for a Chief of Party (COP) to be based in the Democratic Republic of Congo for an anticipated five-year, Food for Peace (FFP) Development Food Assistance Program (DFAP). This position is anticipated to be based in Kinshasa in the DRC. The Chief of Party (COP) will provide overall management leadership, technical guidance, and comprehensive support for the food security/nutrition program at the country level, including managing the response to food and nutrition related emergencies within the scope of those programs. Of particular importance is the integration of long-term, sustainable interventions with the aim of reversing chronic food insecurity. The Chief of Party is accountable for both the quality of programs in the portfolio and for the effective financial and operational management thereof. S/he will serve as the management leader and coordinator of a team of agriculture/livelihoods, health/nutrition, WASH, commodity and other technical staff. The COP will also serve as the primary representative at national and provincial levels for liaison with government, donors and partner agencies. S/he will also liaise closely with SCI field-based program managers who provide the direct liaison at regional, zonal and district level with government partner agencies, local institutions and communities. S/he will be expected to play a pivotal role in the integration of the DFAP food security/nutrition program and other complementary programs designed to address the causes and consequences of chronic food insecurity, and in the development of future funding proposals.

Responsibilities

  • Oversee the development and successful implementation of activity work plans (PREP) linked to indicators and budget planning and monitoring for all DFAP activities; and ensure timely team analysis and reviews of both on a quarterly basis.
  • Ensure the smooth running of all food security activities, including international and national commodity management and logistics as a principal responsibility.
  • Work closely with the M&E Advisor to develop appropriate monitoring and evaluation plans as well as impact assessments and the programs’ Senior Management Team to ensure DFAP strategic objectives are met.
  • Ensure compliance with all grant provisions, and timely fulfillment of all programmatic deliverables including reporting requirements.
  • Coordinate activities and prepare annual results report, resource requests, quarterly reports and pipeline analyses.
  • Supervise food security program technical and administrative staff: conduct annual performance evaluations; provide management support to staff as needed; and maintain office policy of respect and communication between supervisors and subordinates.
  • See that all DFAP staff are trained in and understand SC policies and procedures.
  • Responsible for the timely recruitment, orientation, and training of new staff as needed.
  • Assess training needs to further develop the skills of project staff and assist the CD to meet these needs. In some cases this will also apply to host government personnel.
  • Ensure all administrative procedures are followed, such as those regarding vehicle use and procurement. Ensure that the logistics team provide sufficient and timely support.
  • Maintain good working relationships with DRC officials, particularly those within the ministries of agriculture and health, including private sector institutions supportive of the DFAP.
  • Represent SC by maintaining good working relationships among the international and local NGO community, among community leadership structures and community-based organizations, visiting donor teams and other key stakeholders. Keep abreast of NGO, government, and donor initiatives relevant to SC’s work.
  • Represent SC and the food security program in USAID donor meetings and with representatives from USAID Food for Peace Office.
  • Ensure the integration of the DFAP food security/nutrition multi-sector interventions and other complementary programs designed to address the causes and consequences of chronic food insecurity.

Requirements

  • Must have 10 years of progressively advanced management experience in field based food security and emergency programming.
  • Previous experience in managing large scale Title II programs preferably at Chief of Party Level.
  • Master’s Degree in international development, agriculture, nutrition or related field.
  • Strong verbal and written French and English language skills required.
  • Must have at least 2 years of experience working on food security projects that addressed gender- constraints across sectors related to availability, access, and utilization of food resources.
  • Experience working in changing work environment associated with conflict, post-conflict and/or disaster prone situations is a plus.
  • Experience in managing large, predominantly rural-based, programs with multiple local and international partners, and proficiency in scaling up programs in complex environments.
  • Demonstrated skills in strategic planning, budget development and management, multi-sector work plan development, and program reporting from a second language.
  • Familiarity with USAID rules, regulations and policies.
  • Demonstrated skills in leadership and supervision, with an ability to develop a common vision within a multi-disciplinary team and among partners.
  • Proven ability in promoting and collaborating with multi-level stakeholders and developing and maintaining positive and productive relationships with clients, consultants, donors and head quarter offices.
  • Proven coordination skills with the ability to bring together multiple program requirements and stakeholders. Strong presentation and facilitation skills.
  • Strong analytical skills and excellent oral and written communication skills in English and French.
  • Excellent interpersonal skills and a demonstrated ability to lead and work effectively in team situations.
  • Proven ability to manage a complex and demanding workload.
