Johanniter International Assistance is the department for development co-operation, emergency relief and humanitarian assistance, implementing and supporting mostly health projects world wide. (www.thejohanniter.de)

Background:

Johanniter has been active in DRC since 1995, with a focus on North Kivu since 2008.

The overall objective of Johanniter International Assistance’s Program in North Kivu, DRC, is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of IDPs and host population. Johanniter’s interventions aim to improve, in close cooperation with the MoH, the provision of and access to quality primary health care and to support the improved nutrition status of children under five, pregnant and lactating women and other vulnerable people (such as elderly people, people with disability, people living with HIV/AIDS, and survivors of SGBV). Furthermore, the improved access to water, sanitation and hygiene is part of Johanniter’s DRC program.

Job Description:

The position is based in Goma, North Kivu, Democratic Republic of the Congo (DRC), with frequent travels to field bases and implementation sites (approximately 50-75% of working time)

Job Responsibilities:

  • Coordinate project activities in the project region concerning primary and reproductive health as well as WASH in close collaboration with the directors of the health facilities and the Johanniter team.
  • Ensure cost effective planning, monitoring/supervision and evaluation of the medical activities of current and future projects.
  • Make regular field trips to the project sites
  • Collect and follow up on all medical statistics concerning the projects and their impact on a monthly basis.
  • Prepare and submit monthly medical and project progress reports and submit them to the Country Director.
  • Prepare donor reports and submit them to the Country Director.
  • Lead project developments and assessments of medical needs and structures.
  • Prepare Log frames and regularly monitor the indicators.
  • Coordinate health activities also with other national and international actors to ensure coherence of different projects.
  • Participate in health cluster meetings and share minutes the Country Director.
  • Mentor, coach and supervise national medical staff of the supported health facilities and community volunteers.
  • In collaboration with government medical officers/directors, assess training carry out training need assessments, curricula-development as well as formal and on-the-job-trainings for program staff, health staff in the health facilities and community volunteers.
  • Introduce/initiate/implement measures to improve the quality management and hygiene conditions in the supported health structures through the introduction of standard protocols, procedures, tools and supervision tools.
  • Organize sensitization activities for the population about the services provided, in coordination with local authorities, the directors of the health facilities and the community health workers.
  • Improve the reference system for survivors of sexual and gender based violence.
  • Recognise further needs and undertake assessments as necessary write project proposals for donors and develop local strategies in close co-operation with the Country Director.
  • Represent Johanniter at local authorities, OCHA-meetings and towards local and international humanitarian organizations in the field and in Goma.
  • Work in close collaboration with Pharmacist in terms of medical procurement, medical quality management, needs of medication and consumption calculation
  • Work in close collaboration with Logistics and Construction coordinator in terms of project activity planning and medical needs regarding rehabilitation and reconstruction of Health facilities.
  • Ensure the respect of the Johanniter security plan in the project region.
  • Ensure the safeguard of assets and resources at Field Bases.
  • Participate in monthly project planning and budget meetings.
  • Present monthly project monitoring/cost control report to the Country Director.
  • Participate in Senior Management Meeting.
  • Actively participate in the security monitoring/management especially in the project area.
  • Report regularly to the Country Director in Goma.
  • Take over other tasks assigned by HQ or Country Director in line with strategic direction of the program.

Person Specification:

Profession/Qualification:

Medical degree or Degree in public health studies with relevant experience

Experience:

  • Minimum 3 years working experience in implementing public health projects for international NGOs
  • Experience in project coordination and management
  • Experience in carrying out trainings
  • Experience in working with international partners, donors and medical authorities
  • Experience in working in insecure complex emergency settings
  • Experience in doing medical assessments
  • Experience in project accounting, managing of donor funds (UN, German Foreign
  • Office, ECHO, USAID etc.) desirable
  • Working experience in DR Congo desirable

Terms and Conditions:

Start of contract: 1 January 2016

Duration: 12 months (with possible extension)

Remuneration: Salary range according to the ARV-J regulations + per diem according to the German travel expense act (BRKG)
