Job Description
Responding to humanitarian, recovery and developmental needs in the Democratic Republic of Congo (DRC) since 1996, the IRC in DRC is guided by its core principles of capacity-building, participation, partnership, protection and promotion of human rights. Today, our main areas of intervention include emergency response, health, including reproductive health, nutrition, women and child empowerment and protection, good governance and conflict management.
SCOPE OF WORK
IRC is looking for a dynamic Grants Manager with solid experience in project and/or grant management and coordination, to join the IRC Grants team in the DRC, based in Goma. Responsible for the management of grants and partnerships, the Grants Manager will work closely with the various program and support teams to ensure efficiency and quality of project implementation and compliance with donor regulations. MAIN FUNCTIONS OF THE POSITION
1. Development of project proposals
• Contribute to the development of project proposals and facilitate coordination between sectoral technical coordinators, the monitoring and evaluation department, the finance department and other support teams (GSC, human resources and security), while ensuring that the financial proposal takes into account operational needs to implement the proposed intervention, as well as donor guidelines;
• Monitor and analyze donor strategies on a regular basis and proactively share relevant information and analyses with the wider Grants Team and the Deputy Director of Programmes.
2. Monitoring and management of grants and their compliance with donor rules
• Organize project opening meetings to ensure a common understanding of the project, donor's operational and contractual requirements, as well as ensure the coordinated planning to support the launching of the project;
• Organize monthly grant monitoring meetings (GRMs) by bringing together key people from the different departments working on the project and facilitate joint analysis of: progress of project implementation, covering all aspects (activities, indicators, procurement, budget); the difficulties encountered and the timely identification of solutions and actions in order to address these in a constructive and coordinated manner;
• Coordinate, as required, budget realignments, updating of annual work plans, amendments and extensions of contracts/agreements. Ensure timely submission of quality financial reports in accordance with contractual requirements;
• Proactively identify potential compliance risks and issues and guide teams in resolving them; report any unresolved compliance and/or implementation issues to IRC's management team and headquarters for further advice and support;
• Contribute to the capitalization and analysis of best and poor practices, a process led by the MEAL Coordinator, making it possible to ensure continued learning and the introduction of improvement by all departments involved in the implementation of the grant;
• To be the IRC focal point in the DRC for reporting to donors. This includes close collaboration with teams in the DRC and at headquarters level for the drafting, review and submission of these reports;
• Guide and train teams on relevant IRC policies and the specific requirements of different donors ("compliance");
• Ensure that the IRC grant information management and filing system is updated in a consistent and regular manner.
• Organize Grants Closing Meetings, to ensure the timely and appropriate phase out of the project, conform donor regulations, affecting questions of assets, reporting, end of staff contracts etc.
3. Sub-grant and partnership management
• Ensure the quality management of subgrants in accordance with the IRC subgrant management system. This includes the start-up of subgrants, the monitoring of their implementation, management, as well as needs of accountability, and their closure;
• Lead the development of sub-recipients, including approving and drafting agreements in collaboration with programs, finance, logistics, HQ;
• Prepare amendments to sub-grant agreements in a timely manner;
• Review partners' narrative reports and ensure their quality in accordance with the lessor's obligations;
4. Communication with donors
• Be the focal point for donors regarding de contractual aspect of the grants covered by the Grants Manager and participate in donor meetings at the request of the Grants Coordinator or Deputy Director of Programmes;
• Lead the development and update IRC information and communication tools such as factsheets on the IRC in the DRC, advocacy notes, guidance documents etc.
Qualifications
• A master's degree in International Development, Political Science or equivalent is desired;
• At least three years of experience in the humanitarian sector (grant management, projects or equivalent) is required;
• Excellent communication skills and interpersonal, cultural and diplomatic skills;
• Strong organizational and analytical skills, as well as time and emergency management skills;
• Ability to reconcile different priorities at the same time, meet tight deadlines and work under pressure;
• A very good command of French and English, written and spoken, is essential;
• Excellent writing skills;
• Demonstrated experience in writing donor reports and project proposals;
• A good understanding of donor requirements and regulations and their reporting mechanisms (including DFID, UN donors, OFDA, USAID, the European Union) is an advantage;
• Strong computer skills and ability to use MS Windows Office programs (Word, Excel, Outlook, etc.);
• Previous professional experience, preferably in Africa, in a post-conflict situation and/or in a conflict environment is an asset.
• Willingness and possibility of frequent travel to other bases of intervention
Security and Accommodation Situation: This position is based in Goma in North Kivu Province. This is a post that requires frequent travel to the other provinces of intervention, including South Kivu and Tanganyika.
Crime and theft are frequent and effectively restrict freedom of movement. Civil conflicts are recurrent in eastern DRC and the situation in the area remains unstable and volatile. All IRC staff are required to strictly comply with safety rules.
The Grants Manager will be housed in a Guest House with other IRC expatriates.
