Job Purpose:
The Logistics Coordinator will be responsible for coordinating Concern’s logistics activities in DRC, predominantly in North Kivu with some support for operations in Katanga province. Under the supervision of the Systems Director and working closely with the Programmes Director, s/he will enhance managerial skills and planning of Concern logistics staff and develop efficient and cost effective systems for delivering programme goods and services in a timely manner. The job holder will assist in security management including developing and gathering information for updating the security management plan and sharing security information as appropriate.
Main duties & Responsibilities:
****Logistics****
- Review implementation of logistics systems manuals and guidelines for Concern DRC in consultation with the SD/PD/AC/BMs, to ensure compliance with operational policies, procedures and practice. As appropriate, make clear recommendations and action plans for strengthening the implementation of systems.
- Work with the PD/ACs to support programme (and proposal) planning and implementation, providing relevant input and advice from a logistics systems support perspective.
- Assist in logistics budget preparation and tracking.
- Compile and produce monthly and quarterly logistics reports.
- Supervise the delivery of goods and services for Concern’s operations.
- Coordinate and facilitate in country and international travels for staff and visitors.
- Ensure Concern residences and office buildings are secured and properly managed.
****Procurement****
- Supervise procurement functions ensuring adherence to organisational policies.
- Assist in developing an efficient and effective supply chain with the aim of reducing operational costs and maintain a database of suppliers and prices of frequently needed goods and services.
- Ensure that requested goods and services are timely procured and delivered.
- Ensure that regular market surveys are carried out to ascertain average costs for goods and services in order to select suppliers that offer competitive price.
- Directly supervise the Logistics Officer based in Goma.
****Stock Management****
- Review the present structure and management of warehouses in Masisi / Goma and Lbb / Manono and ensure that these are set up, organised and managed according to Concern logistic requirements.
- Ensure that fixed asset registers are updated and verified quarterly.
- Regularly provide the SD with a list of assets that need be disposed of.
****Communication****
- Assist in improving the use and management of communication equipment including VHF and satellite communication facilities.
- Ensure radio and telephone communication systems are functioning properly.
- Assess maintenance requirements of communication equipment and provide recommendations.
- Ensure staff are trained in radio communication procedures and protocols.
****Transport****
- Assess vehicle use and maintenance needs of the fleet and advise on the purchase of spare parts and replacement vehicles.
- Provide monthly reports on vehicle use, maintenance and fuel consumption
- Maintain comprehensive files of each vehicle and communication equipment
- Assess appropriate, secure and cost effective means of transporting goods to programme sites.
****Security****
- Assist in reviewing security procedures and in providing regular security updates.
- Assist in conducting security assessments in new programme areas as required and in developing specific security and emergency procedures.
- Update emergency and medical contact list on a regular basis and take part in security coordination meetings.
****Other Duties:****
- Liaise with other humanitarian agencies, government authorities, legal advisers and other relevant stakeholders to ensure effective coordination and implementation of systems support to the programme
- Assess continuing training and development needs of logistics staff and recommend appropriate trainings.
Person Specification:
****ESSENTIAL****
- At least 3 years demonstrated work experience in logistics systems or equivalent – distributions, procurement/stores, transport including at least 1 year logistics coordination experience
- Experience in working in the humanitarian sector and in complex emergency situations
- Experience in personnel management
- Good communication skills i.e. advisory/instruction skills, network skills, team building skills
- Excellent communication skills in English and French, both written and verbal
- Good command of Microsoft Office Professional
- Good team player, flexible and capable of working with a multinational country team
- Politically and culturally sensitive
****DESIRABLE****
- Swahili language skills an added advantage
- Experience of working/living in an insecure environment
- Experience or knowledge of international standards such as SPHERE and the Humanitarian Accountability Partnership (HAP)
