The role
The cluster approach was established at the national level in 2005, under the responsibility the United Nations (UN), and was welcomed as a positive reform. UN agencies collaborate and coordinate with non-governmental organizations (NGOs) to respond to humanitarian crises; NGOs work directly with benficiaries to deliver humanitarian assistance, are sometimes implementing partners of UN Agencies, and are engaged in humanitarian coordination across clusters.
At the global and national level in the DRC, the Education Cluster is co-led by UNICEF and Save the Children. The Information Manager is a key member of the Education Cluster coordination team and acts on behalf of the Education Cluster as a whole (and not just Save the Children). The objective of this position is to develop and manage a strategy for the collection, analysis and sharing of relevant information, so that cluster members can make informed policy decisions based on real data.
KEY AREAS OF ACCOUNTABILITY:
Under the responsibility of the national Education Cluster Coordinators (Save the Children and UNICEF) in Kinshasa, the postholder will:
* Develop information management systems to collect, analyze and share data on Education Cluster activities and resources at national and sub-national levels;
* Identify and address the needs of the cluster and its key partners (including OCHA, other clusters and local authorities) in information management, including, as appropriate, the development and operationalization of a sectoral and multisectoral strategy to contribute to filling information gaps;
* With Education Cluster Coordinators and with the support of the Global Education Cluster, design, plan, and implement a joint needs assessment for education in emergencies;
* Encourage information sharing within the humanitarian community, including multi-cluster data analysis;
* Support the implementation of the national cluster operational strategy;
* Support the preparation and implementation of needs assessments and analyses of results for the Education Cluster.
* Establish and maintain one or more databases to consolidate, analyze and share information useful for strategic decision making for the Education Clusters at the national and sub-national levels;
* Provide the Education Cluster coordination team with robust tools to manage information, including for file and email management and storage;
* Develop and / or implement standardized data management systems, in cooperation with other relevant clusters and OCHA, in order to compile, analyze and produce data for the production of standardized, context-specific, humanitarian information products;
* Support monthly, quarterly, and annual cluster reporting, including managing the 5 Ws database ('Who does What, where, when and for Whom?'), data on attacked and closed schools, and cluster information sharing systems (website, email address lists, infographics, etc.);
* Support the Education Cluster Coordinators to analyse data, and ensure quality control;
* Build the capacity of cluster members at national and regional levels, as well as other key partners, in data collection, data analysis, data visualization, and protection of sensitive data, including support for using new technologies;
* Represent the cluster at Information Management Working Group meetings;
* Support the national cluster and regional clusters in the process of updating the HNO, HRP, Operational Plans and DASHBOARD in collaboration with OCHA, as needed;
* Train members of the Education Cluster on basic tools used for data collection;
* Perform any other necessary tasks requested by the Education Cluster Coordinators.
Qualifications and experience
* University degree, preferably at an advanced level, in an area related to information management;
* At least 8 years experience in managing information preferably in education in emergencies programs;
* At least 5 years of experience in the humanitarian sector with the UN or NGOs;
* Strong understanding of the humanitarian context and especially the emergency education sector in the Democratic Republic of Congo;
* Good understanding of the concepts of "Humanitarian Reforms", "Transformative Agenda", Minimum Standards for Education in Emergencies (INEE), humanitarian principles and other recent developments in humanitarian programs;
* Demonstration and commitment to humanitarian principles, partnership principles, etc. ;
* Technical skills MS Excel (e.g. pivot tables and functions), GIS, creation of graphs and maps, etc.;
* Good communication, coordination and group work skills;
* Formal training in cluster information management is an asset.

LOCATIONS: Based in Kinshasa, with 50% travel to provinces
