Proposal Summary:
The anticipated, M&E Support project will provide USAID/DRC with continuous, on-the-ground, on-demand and systematic support on performance monitoring, data verification, impact and performance evaluations, research and studies, organizational learning, and knowledge management**.**
**Both DRC nationals and expatriates are encouraged to apply for this position.
Position Summary:
MSI seeks a Senior Learning Advisor to enhance the learning component of the project. S/he will work closely with key stakeholders to recognize and share emerging issues, and will help identify and respond to prioritized learning needs. The Senior Learning Advisor will also act as a liaison with other key implementers and identify key learning questions, stakeholders and their roles, and facilitate broad stakeholder engagement in the project’s learning efforts.
Responsibilities:
- Develop resources to create, capture, organize, translate, share, and apply knowledge to improve USAID DRC’s programs.
- Coordinate knowledge capturing, sharing and strategic learning to speed innovation and bring new innovations to the Mission’s programmatic work in country.
- Coordinate, plan, and implement institutional learning activities relevant to the achievement of USAID/DRC’s CDCS goals and objectives, such as special studies, after action reviews, briefings, and communities of practices, learning events and/or seminars.
- Assist the Mission in strengthening systems and processes that promote and facilitate efficient learning and knowledge-sharing.
- Support the development and implementation of learning agendas for each of USAID’s sectoral teams.
Qualifications:
- Bachelor’s degree in a field related to organizational learning or development assistance such as public, business or development administration, knowledge management, political science, economics, or development studies.
- Minimum seven (7) years of demonstrated experience in strategic planning, project design, learning, and knowledge management (or a minimum of five (5) years with a master’s degree).
- Experience in applying learning to improve development programs and systems change for adaptive management of development organizations or agencies.
- Fluency in written and spoken English and French is required.
