POSITION: HUMAN RESOURCES & ADMINISTRATION MANAGER

DURATION – 1 year and renewable

LOCATION: KINSHASA, DEMOCRATIC REPUBLIC OF CONGO

ActionAid commenced operations in the Democratic Republic of the Congo (DRC) in 1987 by providing relief to Burundian refugees who had crossed over to in the Eastern town of Uvira, South Kivu Province from Burundi. In 2002, it also supported emergency operations in North Kivu. Today, ActionAid DRC (AA DRC) works to promote structural change and build collaboration with governments, traditional authorities, civil society organizations (CSOs) and communities. AA DRC operates in seven provinces – North Kivu, South Kivu, Kasai Oriental, Kasai Central, Sankuru, Lomani and Kinshasa – that are home to an estimated 43 million people. AA DRC has offices in Kinshasa, Bukavu and Mbuji Mayi.

ActionAid DRC is seeking a skilled HR & Administration Manager to be part of the senior management team to ensure organisational efficiency and effectiveness in human resource, organisation development and operations functions in AADRC. Key responsibilities include but not limited to:

  1. Formulation and implementation of HROD strategies and plans that are aligned to country strategy paper and priorities;

  2. Development, implementation and interpretation of Human Resource, administration, procurement, IT, logistics and front office operations strategies, policies, procedures and systems that are consistent and in harmony with the DRC’s labour laws, Global HR/OD framework and other AAIDRC policies;

  3. Development and implementation of an effective and efficient organizational structure that supports achievement of CSP and agreed AAIDRC’s decision making, authority and accountability approaches;

  4. Implementation of global and regional HR initiatives including local and international initiatives in developing and improving gender equality within HR/OD systems;

  5. Initiate, catalyze and/or facilitate change and transformation processes within the organisation programme, operations and development areas/initiatives;

  6. Assessment of organizational, inter-organizational and intra organizational linkages and to facilitate development and implementation of change initiatives required to ensure harmony and operational efficiency;

  7. Staff Management, development and performance management.

Desired Skills & Experience

· A degree in Organization development/Human Resource Management/Strategic Management/LLB or its equivalent from a recognized University;

· Have at least five (7) years working experience in human resource management/ organisation development function in an INGO or a large organization of which at least three (3) years must have been at middle management position;

· Has good knowledge of DRC’s Labour laws and employee relations systems; and

· Proven experience in leading, supporting and motivating staff and teams.
