Consultant for Scoping study in DRC

The Consultant is expected to travel to between Kinshasa, Goma, Bukavu and possibly other provinces.

Objective

Oxfam GB in the Democratic Republic of the Congo is looking for a consultant for Scoping study for Oxfam’s potential engagement in Extractive Industries in DRC

Context:

The Democratic Republic of Congo has large reserves of cobalt and copper, as well as significant reserves of gold, diamonds, cassiterite (tin ore) and other minerals (zinc, iron, uranium, wolframite, etc.).Oil and gas also represent a small but significant element of the Congolese economy.

Legislation that governs the extractive sector is issued by the DRC parliament and executive branch.

Scoping study:

Oxfam is exploring opportunities and answering the question of its value added in the area of extractive industries in DRC.

There are a number of actors already active on this subject in DRC such as Global Witness, Enough, Carter Centre and others. Therefore it is very important for Oxfam to understand the issues in relation not only to its programming but what value added Oxfam can bring to this field.

Desired profile

The selected candidate will:

· Have at least 5 years experience in social programming and extractive industries

· Solid academic background and demonstrated knowledge of the political context of the DR Congo and familiarity with ongoing discourses and debates on extractive industries ;

  • Demonstrated experience in qualitative field research
  • Excellent planning, problem-solving, and program development skills;
  • Professional oral and written fluency in both English and French;
  • Excellent writing skills and capacity to produce reports of high-quality, ideally capacity to produced published works;
  • Excellent oral communication and interpersonal skills are essential as well as the capacity to facilitate workshops and group discussions;
  • Previous experience working for donor-funded programs in a non-profit or development organization, including budgeting and financial compliance is preferred;
  • Capacity to rely on networks of key informants (both institutions and individuals) in and on DR Congo is an asset.

The person would need to travel between Kinshasa, Goma, Bukavu and possibly other provinces.

It is a requirement that this person speaks French

It is desirable if this person knows Oxfam to assess risk and have a reality check.
