About the role: This is a 12 month, new role with unaccompanied terms based in Kalemie, Kinshasa or Goma, DRC with a salary of €35,811 to €39,790 and benefits.
The Grants Finance Manager will report to the Country Finance Controller (CFC) and will support the country programme in grant financial management with significant focus in budget preparation, budget management and grant compliance.
S/He will work closely with the Programme Managers, Programme Officers and the finance team and operations team.
We would like you to start on March 25th, 2019.
This role is subject to the approval of funding.
Your purpose:
You will support the country programme in grant financial management with significant focus on budget preparation, budget management and grant compliance.
You will be responsible for:
Grants Financial Management
Support budget holders in project budget preparation to ensure accurate reflection of budget for actual cost.
Analyse award documents and maintain the grants database and hard copy files.
Analyse grant budgets and award terms and support programs to ensure compliance with the terms as well as Concern internal procedures.
Support budget holders in budget cash flow preparation and submission of monthly cash requests to be submitted to CFC.
Prepare detailed analysis of grants financial reports and budgets, and provision of support to programme managers in budget management.
Review grant variances explanations and ways to resolve and give feedback to CFC.
Maintain continuous effective communication with programme managers / budget holders on grants finance related issues and feedback to Country Finance Controller.
Preparing cost allocation analysis to support time allocation and timesheet preparation for grant projects.
With the support of the CFC, coordinate budget holders and the Assistant Country Finance Controller to make desired adjustments to grants financial reports.
Grants Regulatory Compliance and Resource Risk Management.
Carry out project finance reviews and provide reports to management at least on a quarterly basis.
Organize audit visits of ongoing programmes.
Coordinate grants audit preparation in liaison with respective projects teams, Country Finance Controller and Program Director.
Analyse audit reports and follow up with project managers to ensure timely resolution of findings and implementation of recommendations.
Organize grant closeout meetings In coordination with the Programme Director
Assist respective Grants teams develop and implement grants closeout.
Technical capacity development for staffs
Support in building the capacity building of finance staff as well as non-finance staff.
Develop and rollout Grants Finance management tools in collaboration with all stakeholders.
Participate in and/or facilitate grants start up workshops in collaboration CFC and budget holders.
Carry out any other tasks delegated by the management.
Your skills and experience will include:
Essential:
A degree in finance or equivalent.
2 years post qualification experience in a similar international organization
Experience in donor budgeting and financial reporting.
Experience working with large and multi donor (especially USAID, ECHO, DFID, Irish Aid etc) programme budgets.
Strong analytical skills.
Experience in training finance and non-finance staff
Must be fully fluent in either French or English with a good level of the other. Swahili is useful but not essential.
