NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately USD 20 million. In line with NRC’s institutional core competencies, the DRC operation runs a holistic programme response to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education (including youth and emergency education support); food security & livelihoods (emergency food assistance and, increasingly, cash and voucher support to promote choice and dignity while impacting directly on local market economies to protect livelihoods); ICLA to provide legal assistance to individuals while building capacity of local Commissions, state and customary authorities (with a strong focus on housing, land and property (HLP) and access to civic documentation). Shelter and, as of 2013, WASH activities are undertaken in support of the above 3 areas of intervention to promote integrated programming, be it through schools construction, transitional shelters in areas of return, or water harvesting points & latrines.

The Programme Manager Education reports to the Programme Director.

Job description

  • Develop education strategy and Macro logframe
  • Follow up on compliance with contractual commitments within education, ensure high technical quality and education synergies in project implementation
  • Prepare reports, proposals and budgets to relevant donors in accordance with deadlines and guidelines given by the PD and the applicable donor, in collaboration with field staff
  • Evaluate, review and control the quality of ongoing and completed education projects
  • Represent NRC in relevant forums/clusters, including with national authorities and donors
  • Ensure that education activities are in accordance with international norms and standards (INEE, UN resolutions, National Education Cluster requirements & guidelines)
  • Identify trends in conditions/standards and donor priorities and assess better ways to assist
  • Provide systematic training and build capacity of technical staff to improve their capacity to fulfil their responsibilities
  • Ensure compliance with and adherence to NRC policies, guidance and procedures
  • Develop partnerships and mantain regular contact and good collaboration and coordination in the humanitarian community, education clusters, and with education authorities at provincial and national level
  • Overall budget, technical and reporting responsibility for all education projects in DRC
  • Maintain or increase Education programme in size, relevance and quality
  • Provide the HO Education Technical Adviser, Programme Advisor and Advocacy Unit with relevant documents and channel issues and questions to the Adviser
  • Be the main focal point for M&E in Education in country and working in close collaboration with the country M&E unit
  • Ensure NRC is active in advocacy work on key IDP, refugee and returnee issues related to education in DRC, and include education advocacy elements in project proposals and
  • Participate in recruitment of additional staff when needed

Qualifications

  • Minimum 4 years of experience from working as a senior Project Manager/Programme Manager within Education technical expertise area in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Education expertise
  • Higher degree in education or related fields of study
  • Documented results related to the position’s responsibilities
  • Proven communication, interpersonal and leadership skills
  • Experience in staff management
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal
  • Valid driver’s license
  • Knowledge of the context in Eastern Democratic Republic of Congo
  • Knowledge of Swahili is preferred
  • Experience working in Eastern Democratic Republic of Congo is preferred
  • Experience in implementation of education projects in emergency settings is preferred
  • Experience as a teacher or a trainer is preferred

We offer

  • Contract period: 24 months
  • Start-up date: October 2015
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard. Duty station will be Goma, which is a non family posting. Programme follow up will require frequent travel in the provinces of operational area, up to 50 % of the time should be spent in the field and/or at NRC’s other offices in Beni and Bukavu. Travel outside Goma is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members live in shared accommodation.
