Job Description

Background:

International Rescue Committee (IRC) is one of the world's leading organizations in the field of humanitarian aid and development. For 80 years, IRC has been at the forefront of every major humanitarian initiative to assist people uprooted by war, persecution or civil strife. IRC provides rescue assistance to help people survive and remake their lives, moving them from a life detrimental to a life of peace at home. IRC is one of the major actors in humanitarian aid and post-conflict development in the Democratic Republic of the Congo. IRC began working in the Democratic Republic of the Congo in 1996 to meet the humanitarian needs of people affected by armed conflict in the east of the country. Currently, IRC works in the areas of health including the Ebola response, community governance and reconstruction, the protection and empowerment of women, responses to emergencies, child protection and education.

SCOPE OF WORK

Under the supervision of the Deputy Director-Grand Nord (DD-Grand Nord), the Team Lead Butembo (BUT-TL) will provide leadership and support to the entire Butembo teams to ensure rapid implementation of project deliverables.

RESPONSIBILITIES:

Field Operational Management

• Coordinate all operational functions to ensure overall management of Butembo’s operational support team. (Supply Chain, Admin, Finance, IT, Security);

• Ensure operational support for program teams and coordinate with sector coordinators and managers for effective implementation of all project activities.

• Coordinate with Senior Humanitarian Access and Security Manager on Butembo security plans and protocols on a regular basis and ensure they are up to date at all times;

• Ensure health (including Ebola specific), safety and security protocols are followed at all times, and take corrective, timely actions as required and in consultation with DD-Grand Nord;

• Support budget holders in review of budget vs. actual reports with operations staff and ensure appropriate action is taken in a timely fashion.

• Supervise the Supply Chain Coordinator- Butembo to ensure all aspects of supply chain support, including procurement, stock management, asset management, vehicle and equipment renewal, maintenance and repair (including communications and computer equipment).

• Oversee under the auspices of the Assistant Finance Controller-Grand Nord/ERT Finance Controller and DD-Grand Nord, the financial management of field office operations, and finance staff, including cash management and transactions, operational budget.

• Ensure complete and correct use of all finance forms and timely communication of financial issues to the DD-Grand Nord.

• Ensure compliance with IRC and donor finance and logistics policies, including all aspects of procurement and asset management.

• Guarantee adequate communication and coordination between field locations in Grand Nord, technical coordination staff and country office programs as well as program and operational issues.

• Support emergency needs assessments and emergency program implementation in response to the developing humanitarian situation.

• Together with program and grant staff, develop programs and proposals for rapid and timely support of populations affected by conflict.

Strategic Planning

• Participate in the review of operations plan to support the program activities and the scale up programming according to the approved SAP and Ebola response strategy.

HR and Staff Development

• Ensure the ongoing capacity building of operations team (SC, Admin, IT & Security) through support to direct and technical supervisors in ensuring staff performance evaluations and individual development plans

• Support field staff in the implementation of personnel policies including coaching, performance evaluation, staff development, and disciplinary measures.

Coordination and Representation

• Support the Coordinators to ensure quality implementation of the IRC DRC program interventions.

• Represent IRC to Ministry of Health UN, international and national NGOs, and attend coordination meetings as needed at the provincial level.

• Actively develop and maintain effective working relationships with key stakeholders at the provincial level including donors, government actors, local traditional leadership, beneficiary populations and their representatives, etc.;

• Establish and maintain networks with UN, INGOs, and local partners to promote strategic partnerships.

The IRC and IRC staff must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

Key Working Relationships:**

Position Reports to: Deputy Director- Grand Nord/ERT Field Director

Position directly supervises: Supply Chain Coordinator-Butembo, Finance Officer, Admin Assistant, Humanitarian Access and Security Assistant.

Other Internal and/or external contacts:

Internal: Closely works with Team Lead-Beni, Health Coordinator, EH Coordinator, WPE Coordinator IPC Team Lead-Butembo, WASH Specialist -Butembo, Sr Supply Chain Co-Grand Nord, HR Manager-Grand Nord/ERT HR Co, and Assistant Finance Controller/ERT Finance Controller

External: May Serve as IRC representative in outside meetings, other non-governmental organizations, inter-agency groups and foundations.

REQUIREMENTS

• Master’s degree required (management-related or general operations preferred);

• Minimum of 5 years’ experience managing operations and/or projects in developing countries, preferably in Africa;

• Demonstrated ability to manage field staff and remote field offices;

• Experience in logistics, HR/Admin, and security management

• Experience having managed operations (including security) in conflict-impacted setting

• Excellent cross-cultural communication skills

• Excellent staff capacity building and training skills

• Strong problem-solving, analytical and decision-making skills;

• Strong computer skills;

• Flexibility, ability to work independently and meet deadlines

Language Skills:

Fluency in French and English required. Knowledge of Swahili is an asset.

Demonstrated Skills and Competencies:

• High degree of flexibility and ability to work under sometimes extreme hardship conditions against tight deadlines;

• Ability to turn intention into practice with mentoring and coaching;

• Humility and respect and ability to work in multicultural/multi-ethnic environments;

• Strong computer and communication equipment skills, including Microsoft Office applications;

• Must be able and authorized to drive manual transmission 4WD vehicles.

Specific Security Situation/Housing

Butembo is security phase 4 (Red) so the BUT-TL will be expected to respect the various security protocols in place in the province and in country. Phase 4 requires clear contingency planning in place with staff prepared should hibernation or evacuation be called. The BUT-TL an unaccompanied position and will be provided with shared housing/hotel accommodation.
