Organizational Context and Scope:
Within the context of the revised International Stabilization and Security Support Strategy (ISSSS) in the Democratic Republic of Congo, IOM, CORDAID, PAX and VNG-I, developed a joint stabilization programme, Consortium for Integrated Stabilization and Peace in Eastern DRC (CISPE), contributing to two ISSSS pillar objectives, “Democratic Dialogue” and the “Restoration of State Authority”.
The programme’s goal is “to contribute to the improved mutual accountability and capacity between Congolese state institutions and civil society to address and mitigate the main drivers of conflict in selected intervention zones in Ituri and North-Kivu, and to reinforce the legitimacy of these institutions and its agents, who are perceived as enabling security actors by men, women, boys and girls.”
Under the overall supervision of the Chief of Mission and direct supervision of Program Manager – CISPE, and close coordination with the Program Support Unit (PSU) the incumbent will be responsible for the monitoring and evaluation as well as reporting and project development aspects of the Consortium.
Maintain an up-to-date tracking tool (trimester 4 of Year 3) used within the logical frameworks of all ongoing activities managed by CISPE and ensure that the information collected during project implementation complies with and meets the given indicators.
Coordinate the data collection and analysis of the upcoming CISPE Endline during the last trimester of CISPE
Coordinate with the M&E Cell of the Stabilization Support Unit (SSU)/MONUSCO to harmonize the data collected through the joint tools during the last trimester of CISPE program.
Ensure that reporting deadlines for CISPE are respected and required reports are prepared and coordinated with the PSU for necessary endorsement prior to submission to donor.
In coordination with PSU, prepare regular periodic and ad-hoc reports, situation, thematic and operational updates for sharing with internal and external counterparts, including government agencies, donors, partners, RO, Headquarters.
In coordination with CISPE programme manager, conduct necessary field visits of ongoing activities by IOM and IOM’s Partners.
Work closely with program manager and consortium members in the drafting of the CISPE 2 Project Proposal including narrative and budget in line with donor requirements and coordinate with RMO and PSU for required endorsements from relevant units within the mission and regional office.
Engage in discussions with partners within the non-governmental organizations (NGOs), international nongovernmental organization (INGO) and UN community with the purpose of signing Memorandum of Understandings, drafting joint project proposals and submitting the joint-proposals to select members of the donor community.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education:
Master’s degree in Political or Social Science, International Relations, Humanitarian Assistance, Migration Studies or a related field from an accredited academic institution with two years of relevant professional experience or
University degree in the above fields with four years of relevant professional experience
Experience:
Experience in M&E, Statistics and/or project development and management;
Experience in drafting and implementing monitoring and evaluation frameworks;
Experience liaising with specialized international agencies (UN agencies, international organizations and international specialized NGOs);
Knowledge of U.S. Government, European Union (ECHO), Swiss and Dutch funding mechanisms is an advantage;
Prior experience in the field of stabilization, early recovery, community resilience, humanitarian assistance and related fields is an advantage;
Experience working in the country or region is an advantage.
Language: Fluency in French & English is required
