Chemonics seeks a communications support consultant for the USAID and UK Department for International Development jointly funded Accelerating Access and Learning in the Democratic Republic of the Congo (ACCELERE!1) project. The consultant will work with the project’s communications and outreach officer and technical staff on communications strategy development, action planning, and social media outreach. In addition to building the capacity of our field office staff, the consultant will develop one high-profile social media campaign and video preproduction materials for three professional videos that highlight the project’s impact in the DRC for U.S. audiences. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Review relevant documents including project contract, work plan, scheduled deliverables, reports, USAID communications strategy, organizational chart, and existing communications plans
  • Meet with field staff to identify communications goals and key messages for target audiences and interview key stakeholders to identify communications opportunities and challenges
  • Coordinate with USAID to ensure compliance with mission communications priorities and guidance
  • Update the project’s communications strategy and action plan, including a stakeholders’ communications analysis matrix, with detailed steps for Year 4 to guide both project- and component-level activities
  • Research audiences’ social media preferences and key influencers to identify key opportunities to disseminate social media messages.
  • Guide the communications and outreach officer in the design of one social media campaign, using a variety of platforms (Facebook, Twitter, etc.), and provide feedback on the communications and outreach officer’s draft social media campaigns and key messages
  • Develop content outlines, storyboards, and scripts to produce 3 short videos highlighting the project’s impact and develop a production schedule with adequate time for planning, filming, editing, revisions, and unforeseen circumstances, and a dissemination strategy
  • Work with the project’s procurement team to identify and acquire video production services
  • Provide mentorship and training to the communications and outreach officer and field staff to enhance their skills in the above-mentioned areas, including USAID’s communication regulations and formatting
  • Provide technical guidance to help guide the communications and outreach officer’s and result leads’ capacity to spot information that could be shared in infographics for the project

Qualifications:

  • Minimum 10 years of work experience in the field of media relations, journalism or/and communication
  • Experience working in international development
  • Understanding of USAID rules and regulations related to communications programs preferred
  • Prior professional experience in Africa preferred
  • Demonstrated strong communications, organizational, time management, and analytical skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in French, spoken and written, required
