Org. Setting and Reporting

This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This temporary job opening is being published for the position of Humanitarian Affairs Officer in Kananga. The Humanitarian Affairs Officer reports to the Deputy Head of Office, OCHA Kinshasa.

Responsibilities

Within limits of delegated authority, the Humanitarian Affairs Officer shall perform the following duties:

  1. Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country/area.
  2. Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues.
  3. Participates in projects including disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); drafts situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.
  4. Partners with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations.
  5. Assists in /manages the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.
  6. Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.
  7. Undertakes and provides support to technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country coordination mechanisms.
  8. Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
  9. Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
  10. Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
  11. Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
  12. Participates in the work planning process and assists in managing the daily operations of the Field/Sub-Office including support for resource mobilization as well as financial, administrative and security (MOSS/MORSS) management, as required.
  13. Supports human resources planning and management in field and/or sub-offices including: recruitment, supervision and support of junior and/or national staff.
  14. Performs other duties as required.

Competencies

PROFESSIONALISM: Sound knowledge of and exposure to the field of humanitarian assistance, protection and human rights issues, strong analytical capacity and in particular the ability to analyse the humanitarian dimension of issues which require a coordinated UN response; ability to identify humanitarian-related issues and to use knowledge/judgment in resolving potential problems, including ability to evaluate information from a variety of sources to assess the impact of the humanitarian situation in assigned field duty station/area/region/area; Good understanding of institutional mandates, policies and guiding principles related to humanitarian affairs and humanitarian reform and of the institutions of the UN system, in particular, the mandate and core humanitarian polices of OCHA; demonstrates professional competence and mastery of subject matter; is motivated by professional rather than personal concerns; remains calm in stressful situations; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match the audience; demonstrates openness in sharing information and keeping people informed.
PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments - adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary - uses time efficiently.
TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education

An advanced university degree (i.e. Master's degree or equivalent) in political science, sociology, international law/international studies and/or relation, public administration or related area is required; a first-level university degree (i.e. Bachelor’s degree or equivalent) in one of the above mentioned academic disciplines in combination with two years of additional qualifying experience may be accepted in lieu of advanced university degree.

Work Experience

A minimum five (5) years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, inter-agency coordination, or in other related area is required. A minimum of two (2) years of relevant professional field experience in complex emergency and/or natural disaster setting is required. Experience within the UN common system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for six months and may be extended. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement."
