To design and carry-out an external evaluation for a DFID funded livelihoods project in the DRC and Rwanda. The lead evaluator will be expected to design, plan and lead implementation of the evaluation. S/he will prepare the report on the evaluation. The evaluator will be expected to outline the methodology of the evaluation but it should address all aspects of the TOR, meet the objectives of accountability and learning, and be based on a methodology that provides robust and credible information on outputs, outcomes and impact. Ideally the report will capture information on both intended and unintended outcomes, (both positive and negative where appropriate), in order to inform good practice in the future and provide a comprehensive review of the project.

The lead consultant will be expected to provide:
- An Inception Report, no later than COB Tuesday 15 December 2015;
- A full Draft Report, no later than COB Sunday 7 February 2016;
- A Final Report, no later than COB Sunday 21 February 2016. The lead evaluator will be responsible for writing the final report and submitting it to Programme Officer, SCIAF within the agreed time.
The evaluation report, which will be written in English language, should be clear, easy to understand, concise and useful for the organisations and beneficiaries. The main body of the report should usually not exceed 40 pages and will include an executive summary and recommendations. Technical details should be confined to appendices that should also include a list of informants and the evaluation’s team’s work schedule. Background information should only be included when it is directly relevant to the report’s analysis and conclusions. Recommendations should be recorded separately and should also include details as to how they might be implemented. SCIAF is responsible to collect feedback on the draft report from all national partners and other stakeholders. SCIAF will share the final evaluation report with DFID.
