Job Title: Project Advisor – Safe Cities

Department: Programmes

Duration: Fixed term until March 2020

Reports to: Head of Programmes and Policy

Location: Kinshasa, Democratic Republic of Congo

Direct Reports: Project Officer

Role Overview:

The position exists to oversee the implementation of a four-year institutional donor funded project in Kinshasa, Democratic Republic of Congo (DRC). The project is implemented with our local partner, CONAFED, and aims to tackle violence against women in urban spaces by improving safety and mobility in public spaces and holding governments accountable for the delivery of gender responsive public services. The Project Advisor will ensure the project is delivered according to the theory of change, logical framework and donor requirements, and in line with ActionAid’s Human Rights Based Approach and organizational values.

Key Accountabilities / Responsibilities:

Key Activities

Project Coordination

• Initiate and lead all project cycle management processes (planning, implementation, monitoring, evaluation)

• Oversee the development of accurate plans and budgets in suitable formats, and ensure the required documentation are in line with the donor’s requirement

• With the support of the Programmes and Policy Manager and Programme Officer based in Kisenso, manage risks to delivery of the project and resolve obstacles to project delivery by linking the project and partners to appropriate support (thematic, M&E, finance.)

Technical programme support:

• Provide technical programmatic support and capacity building to three Project Officers on human rights-based approaches (HRBA) and community-based participatory methodologies.

• Oversee and provide technical support and guidance in the design and implementation of CONAFED’s activities at community, municipal and national level, ensuring quality of project delivery.

• Support achievement of project outcomes by building relationships with relevant line ministries, public service providers and civil society.

• In collaboration with the ActionAid DRC’s Programme and Policy Manager and the Programme Officer based in Kisenso, provide strategic leadership on advocacy and ActionAid’s Safe Cities movement; building at national level, coordinating engagement with government departments and other key stakeholders on violence against women and gender responsive public services.

• Provide technical support to the project staff and partners in advocacy work and identifying national policy level gaps.

• Develop a comprehensive understanding of the programmatic issues and keep up to date with research and advances in this field of work (and application of learning’s to work around ActionAid’s Safe Cities campaign and gender responsive budgeting and public services).

Monitoring, evaluation and learning:

• In collaboration with the Programme and Policy Manager, and Programme Officer, oversee development and delivery of project monitoring, learning and evaluation strategy.

• Ensure qualitative and quantitative data collected are effectively used to reflect, learn and adjust project design and to inform policy work and influence decision makers.

• Ensure effective documentation of learning and best practice is documented and disseminated internally and externally Donor compliance and grant management:

• Produce quality and timely narrative and financial reports (monthly, quarterly and annually) in accordance with AAI DRC and donor requirements.

• Ensure that the project is implemented in compliance with donor requirements and contract.

HR and partner capacity building:

• Provide ongoing mentoring and technical support to partner staff to ensure they have the skills and resources to implement the project.

• Oversee the implementation of partner capacity building plans to strengthen their capacity in financial management, governance, monitoring and evaluation and strategic planning, reviewing progress and adapting plans as appropriate.

• Support and guide partner organisation (CONAFED) in following ActionAid’s partnership principles and approach.

• Work with the HR Officer and Finance Coordinator to manage project resources, including finance, people and equipment.

Monitoring and Evaluation and Reporting

▪ Prepare and submit quarterly and annual reports as per guidelines and deadlines set by the project proposal

▪ Produce financial analysis for overall M&E processes (e.g. PRRP; Midterm review; CSP review etc.)

Person Specification

Education & Experience

• Hold a degree in the relevant field with at least 5 years minimum working experience in the social development field, with at least three years’ experience on women’s rights and Gender Based Violence projects/programs. Have understanding of gender issues in development and demonstrable commitment to promoting gender equity within the organisation and in programme work.

• Proven experience of developing, planning, managing and reporting on institutional donor-funded projects.

• Strong writing and analytical skills and have experience of preparing quality narrative and financial reports for institutional donor-funded projects.

• Proven experience in social mobilisation and facilitating participatory processes at community level.

Knowledge

• Familiar with development and human rights issues in DRC

• Knowledge and understanding of gender issues in development, gender equity, Gender Based Violence and women’s rights.

• In-depth understanding of Programming issues and policy work at state, national and international levels.
