MSF Operational Centre Brussels (OCB) is looking for a:

SUPPLY CHAIN COORDINATOR – DEMOCRATIC REPUBLIC OF CONGO

PROJECT CONTEXT

The Democratic Republic of Congo (DRC) is one of the biggest missions in MSF with a yearly budget above €30 million.

Access to healthcare is a big challenge for the population and the mission supports various projects all over the country.

The projects MSF OCB runs in DRC address the acute problems arising from conflicts and crises, but also the gaps and obstacles to the management of health problems such as HIV / AIDS, sleeping sickness, sexual violence, malnutrition , malaria and the various endemic epidemics that regularly affect the country. Among them: cholera, measles, typhoid fever, plague or haemorrhagic fevers like Ebola.

In most projects close collaboration exists with the MoH and all projects are focusing on healthcare for women and children. Are of special concern women in rural areas who die from preventable complications during pregnancy and delivery. Neonatal care is unavailable in many areas. MSF continues to support health authorities in responding to urgent needs.

The international supplies are entering via both an eastern and a western port, there is no central supply stock, and instead all projects are responsible for their own stock in this decentralized set-up in need of a strong manager.

MAIN OBJECTIVES

The Supply Chain Coordinator is responsible of defining and guaranteeing the implementation of an effective and efficient mission supply chain and defining country standards and strategies according to MSF protocols, standards and policies in order to enable the development of the mission and optimize the impact of the medical projects.

The main objective is to develop the supply chain in the country together with the other departments, in accordance to the existing supply strategy.

A big part of the role is to manage the big supply chain department with more than 50 national staff and 12 expats, located all over the country.

SPECIFIC OBJECTIVES OF THE POST

  • Implement and challenge the supply chain strategy
  • Ensure that the supply chain operations (customs, order planning, procurement order fulfillment, transport, storage and customer service) enable both a reactive and proactive support to MSFs medical operations.
  • Manage, support and develop the supply team
  • Assess, understand and lead the supply chain for the whole mission. Proactively work with the other departments and the projects for continuous improvement.
  • Guide and direct the mission as a supply chain referent to achieve a harmonized and stabile set-up.
  • Ensure the mission’s importation and storage procedures are aligned with updated directives from the authorities.

RESPONSABILITIES

  • Participating actively in the definition and monitoring of annual project planning and budgets and the Emergency Preparation Plan, defining strategy in terms of supply.(for OCB, this notion corresponds to the budget user concept)
  • Defining and revising the supply strategy of the mission together with the coordination team according to the mission’s context and the operational needs, in line with MSF’s protocols, policies and guidelines
  • Defining, ensuring and monitoring the efficient implementation of the overall supply procedures and the use of tools to support the different supply activities, proposing adjustments when needed
  • Ensuring the stability of supply activities within regular and emergency intervention of the concerned projects
  • Defining and evaluating the HR set-up related to supply (team sizes, JD, organigrams, division of tasks and responsibilities), managing the different supply teams in the mission (Coordination + Project) and participating in the selection, the follow-up (training-coaching) and evaluation of the staff under his supervision
  • Offering a permanent technical support to the supply teams as well as to all other departments in the mission (Fin, Med, …)
  • Managing field visits on regular basis to offer a permanent support to the direct and indirect supply stakeholders
  • Validating the use of the supply related third parties (suppliers, transport companies, freight forwarders, etc.) proposed by the procurement officers, transport manager, etc. together with the technical referents when needed

REQUIREMENTS

Education

  • Post graduate in in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field

Experience

  • 2 years minimum as a coordinator/manager, managing a supply chain team of more than 5 persons
  • MSF Experience is mandatory

CONDITIONS

  • Length of the contract 12 months fixed-term field contract (extendable), based in Kinshasa.
  • Salary according to MSF-OCB Field salary scale. Transport, accommodation, vaccinations are taken in charge by MSF. Per diem + medical insurance
  • Expected starting date: ASAP
