The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

United Nations Mine Action Service (UNMAS) DRC

The Democratic Republic of Congo (DRC) has suffered nearly two decades of turmoil, particularly in the eastern provinces. The use of landmines was a feature during the conflict and Explosive Remnants of War from the fighting remain a hazard.

UNMAS established its presence in the DRC in 2002 to provide support to the Peacekeeping Mission (MONUSCO) and to conduct humanitarian mine action. It continues to work with all actors involved in mine action and has increased the role of weapon and ammunition management support to national authorities and security institutions. The ongoing armed conflict in eastern DRC is attributed to the numerous illegal armed groups (AG) operating in region. These AG are resourced by various state and non-state actors, however, UNMAS primary concern is stemming the flow of weapons and ammunition diverted from state held stockpiles. To this end, UNMAS has developed a close working relationship with the National Commission for Small Arms control to support the weapon and ammunition management of state owned assets. The support provided to date has included the development and publication of a National Action Plan, the provision of secure safe weapon and ammunition storage solutions, assessment of PSSM infrastructure, WAM training courses and the registration and marking of state owned weapons.

Functional Responsibilities

Purpose and Scope of Assignment

Under the direct supervision of the Programme Manager or the designated deputy, the Ammunition Technical Officer (ATO) will be the main operational and technical focal point in relation to weapons & ammunition management for the programme, and will be responsible to:

· Review national Physical Security & Stockpile Management (PSSM) standards with the national authorities and security forces, considering technical guidance from implementing partners, using best practice identified in the international ammunition technical guidelines (IATGs) as a baseline;

· Manage the operational tasking process for WAM contracts, including assessments and rehabilitation activities for PSSM;

· Review PSSM workplans, especially regarding support to disarmament, demobilization and rehabilitation (DDR) weapons disposal;

· Jointly prioritize WAM/PSSM tasks with the national authorities and security forces;

· Issue tasks to implementing partners and review their reports upon completion;

· Monitor and evaluate through field inspections, and reviews of task reports by implementing partners, to measure progress against issued tasks, national work plans and adherence to standards;

· Supervise operational personnel, including international and national personnel;

· Provide relevant information on achievements and challenges to the Programme Manager, programme and support services staff;

· Advise the Programme Manager on any non-compliance with contractual requirements by implementing agencies/partners, and recommend remedial action;

· Take part in any Boards of Inquiry initiated by the Programme Manager;

· Act as the principle technical advisor to the national authority and military regarding management the weapon and ammunition security and safety components of PSSM;

· Ensure that the organizations funded through the UN work according to contract specifications and or Memorandums of Agreement and maintain good relations with the national authorities, security forces, contractors, NGOs and other UN agencies in the region;

· Any other duties or tasks as identified by the Programme Manager

Monitoring and Progress Controls

· A number of 7000 State-held weapons in the DRC are safely stored and secured through the installation of innovative storage solutions complying with international standards.

· A number of 7000 State-held SALW in the DRC are marked and registered.

· A total of 500 personnel of national security services in the DRC are sensitized in safe, secure and effective WAM.

Education

· Master’s Degree or equivalent, preferably in social or political science, law, public administration, business management or security management with 5 years of relevant experience

· A First level degree (equivalent to a Bachelor’s Degree) in social or political science, law, public administration, business management or security management with seven (7) years of relevant experience.

· High school or Secondary education with Military experience (or relevant Police Experience) at the Senior NCO (Non-Commissioned Officer) or Officer level (or equivalent) with eleven (11) years of relevant experience may be accepted.

Experience

· Relevant experience is defined as experience in ammunition/weapons management.

· Within the required experience above mentioned, 2 years of management experience is required.

· Within the required experience above mentioned, minimum 2 years of experience in security management is required.

Languages

· Fluency in French (written, spoken & reading) required.

· Intermediate level in English (written, spoken & reading) required.

· Knowledge of another UN official language is desired
